2. Reallocated new approvals. <br /> <br /> Project developers receiving growth management <br />approval pursuant to this ordinance may choose to reallocate <br />their initial reallocation pursuant to the process described in <br />Section 17.36,070. The planning department must receive <br />reallocation requests by June 30 or December 31 for requests to <br />be considered by the City Council in August or February, <br />respectively. All units so reallocated are considered "new <br />approvals" and subject to the General Plan limits for maximum <br />approvals per year. <br /> <br /> D. Committee process. <br /> <br /> A City Council committee may be formed to enter into <br />discussions and negotiations with developers who have applied to <br />ascertain how best to achieve the goals of this chapter and the <br />General Plan. The committee, if used, shall report its <br />recommendations to the City Council in August and February. The <br />committee may also meet with participants in the Modified Growth <br />Management Program in order to determine how best to reallocate <br />prior approvals. <br /> <br /> E. City Council action. <br /> <br /> The City Council, after a public hearing, shall receive <br /> the committee's report and recommendations, if any, and (1) shall <br /> determine how units in projects participating in the Modified <br /> Growth Management Program shall be reallocated; (2) shall <br /> determine how units in projects requesting reallocation shall be <br /> reallocated; and (3) shall then determine which project or <br /> projects will receive new Growth Management Program approval and <br /> in what calendar year or years the units in each project are to <br /> ~ce ailcca~ed.
