R. "Transfer of Ownership" - Any voluntary or involuntary <br />sale, assignment or transfer of ownership of a mobile home or <br />of any interest in the mobile home, including, but not limited <br />to, a fee simple interest, a joint tenancy interest, a life <br />estate, or an interest evidenced by a land contract by which <br />possession of the mobile home is transferred and the Home <br />Owner retains title. <br /> <br />Section 6.60.030 Formation of the Pleasanton Mobile Home <br /> Committee. <br /> <br />A. Five Members. The Pleasanton Mobile Home Committee <br />(PMHC) shall consist of five (5) members and the existing PMHC <br />shall continue in existence. <br /> <br />B. Tenant Members. Two (2) members of the PMHC shall be <br />designated by the Pleasanton Mobile Home Owners. Each tenant <br />of each mobile home space within the City of Pleasanton shall <br />be given equal opportunity to participate in its affairs. <br />Fees for membership shall be kept at reasonable rates. <br /> <br />C. Park Owner Members. Two (2) members of the PMHC shall be <br />Park Owners of their designated representatives. The Park <br />Owners as a group shall designate their two (2) <br />representatives and if they cannot agree upon two <br />representatives, then these representatives shall be <br />designated by lot from among the willing Park Owners. <br /> <br /> D. Fifth Member. The fifth member of the PMHC shall be <br /> selected by mutual agreement of the other four members. <br /> <br />E. Meetinq Date. The PMHC shall meet as necessary to <br />organize itself, establish a mechanism for keeping minutes of <br />its meetings, establish rules for conducting its business, and <br />determine when it will meet in addition to those meetings <br />required by this paragraph. Copies of the minutes of the <br />meetings shall be distributed as appropriate to the City <br />Manager of the City of Pleasanton, each Park Owner and the <br />Pleasanton Mobile Home Owners. <br /> <br /> F. Jurisdiction. Except for matters concerning Fair Return <br /> Adjustments and Service Reductions, Sections 6.60.070 to <br /> 6.60,120 of this Chapter, the PMHC shall have the power to <br /> make decisions on any matter relative to this Ordinance which <br /> is not preempted by State law. The powers of the PMHC shall <br /> not include the power to adjust space rent levels, which are <br /> to be established by the formulas and procedures set forth in <br /> this Ordinance. <br /> <br /> G. Limitation on Authority. In making its decision, the <br /> PMHC shall act in good faith and shall not make any decision <br /> which could cause substantive changes in the operation of a <br /> <br /> - 5 - <br /> <br /> <br />
