Ordinance No. 1584 Page Sixteen 6.40.250 Taxicab Stands. A. The City Traffic Engineer is authorized and empowered to establish Open Stands in such place or places upon the streets of the City as the Traffic Engineer deems necessary for the use of Taxicabs operating in the City. The City Traffic Engineer shall not create any Open Stand without taking into consideration the need for such Open Stands by the companies, the various traffic engineering factors, the convenience to the general public, and the abutting property owner. The City Traffic Engineer shall prescribe the number of Taxicabs that shall occupy such Open Stands. The City Traffic Engineer shall not create an Open Stand in front of any place of business where such Stand would tend to create a traffic hazard. B. Open Stands shall be used by the different Drivers on a first-come, first-service basis. The Driver shall pull onto the Open Stand from the rear and shall advance forward as the Taxicabs ahead pull off. Drivers shall stay within five feet of their Taxicabs; they shall not solicit passengers nor engage in loud or boisterous talk while at a Stand. Nothing in this chapter shall be construed as preventing a passenger from boarding the Taxicab of the passenger's choice that is parked at the Open Stand. C. Closed Stands will be apportioned on the basis of one for each Owner and will be established and designated at the sole discretion of the City Council at the time the Certificate is issued to the Owner by the City Council. In the establishment of a Closed Stand, the City Council shall consider the various traffic engineering factors, the convenience to the general public, and the abutting property owner. The operation of Taxicabs and the conduct of Drivers in a Closed Stand will be the same as that required in an Open Stand, and as described in this section. 6.40,260 Manifests. A. The Driver of every Taxicab shall keep a separate Manifest of every service rendered as such Driver, which Manifest shall include the following information: 1. location where passenger(s) entered the Taxicabs; 2. time of entry; 3. location where passenger(s) were discharged; 4. number of passenger(s);
