Ordinance No. 1584 <br />Page Sixteen <br /> <br /> 6.40.250 Taxicab Stands. <br /> <br /> A. The City Traffic Engineer is authorized and empowered to <br /> establish Open Stands in such place or places upon the <br /> streets of the City as the Traffic Engineer deems <br /> necessary for the use of Taxicabs operating in the City. <br /> The City Traffic Engineer shall not create any Open Stand <br /> without taking into consideration the need for such Open <br /> Stands by the companies, the various traffic engineering <br /> factors, the convenience to the general public, and the <br /> abutting property owner. The City Traffic Engineer shall <br /> prescribe the number of Taxicabs that shall occupy such <br /> Open Stands. The City Traffic Engineer shall not create <br /> an Open Stand in front of any place of business where <br /> such Stand would tend to create a traffic hazard. <br /> <br /> B. Open Stands shall be used by the different Drivers on a <br /> first-come, first-service basis. The Driver shall pull <br /> onto the Open Stand from the rear and shall advance <br /> forward as the Taxicabs ahead pull off. Drivers shall <br /> stay within five feet of their Taxicabs; they shall not <br /> solicit passengers nor engage in loud or boisterous talk <br /> while at a Stand. Nothing in this chapter shall be <br /> construed as preventing a passenger from boarding the <br /> Taxicab of the passenger's choice that is parked at the <br /> Open Stand. <br /> <br /> C. Closed Stands will be apportioned on the basis of one for <br /> each Owner and will be established and designated at the <br /> sole discretion of the City Council at the time the <br /> Certificate is issued to the Owner by the City Council. <br /> In the establishment of a Closed Stand, the City Council <br /> shall consider the various traffic engineering factors, <br /> the convenience to the general public, and the abutting <br /> property owner. The operation of Taxicabs and the <br /> conduct of Drivers in a Closed Stand will be the same as <br /> that required in an Open Stand, and as described in this <br /> section. <br /> <br /> 6.40,260 Manifests. <br /> <br /> A. The Driver of every Taxicab shall keep a separate <br /> Manifest of every service rendered as such Driver, which <br /> Manifest shall include the following information: <br /> <br /> 1. location where passenger(s) entered the Taxicabs; <br /> 2. time of entry; <br /> <br /> 3. location where passenger(s) were discharged; <br /> <br /> 4. number of passenger(s); <br /> <br /> <br />
