an on-site permit. They shall be completed to the satisfaction of the Planning Director, <br /> City Engineer, and Fire Marshall before issuance of an occupancy permit for the school. <br /> <br /> 13. The developer shall construct the entire 49-space parking area with the first construction <br /> phase. <br /> <br /> 14. School staff shall park in the easternmost section of the parking area, thereby keeping the <br /> parking spaces directly in front of the Phase I classroom/administration building available <br /> for parents and visitors. <br /> <br /> 15. The applicant shall install additional parking spaces along the north side of the parking <br /> area by the athletic field upon demand by the Planning Director in the event that parents <br /> are parking on neighborhood streets or that parking is otherwise determined to be inade- <br /> quate. <br /> <br /> 16. Before issuance of a building permit for construction of the Phase II building, the Planning <br /> Director and City Engineer will review the school's parking situation and, if deemed to be <br /> necessary, will require the applicant to additional parking spaces. <br /> <br /> 17. The developer shall submit a comprehensive signing program for the school showing the <br />· location and design of all building and site identification signs and on- and off-site traffic <br /> control signs to the Planning Director for review and approval before issuance of a "build- <br /> ing shell" permit for the first project structure. Signage shall be either non-illuminated or <br /> indirectly illuminated. <br /> <br /> 18. The developer shall pay any and all fees to which the property may be subject prior to is- <br /> suance of building permits. The type and amount of the fees shall be those in effect at the <br /> time the building permit is issued. <br /> <br /> 19. Prior to issuance of a building permit, the developer shall pay the required commercial de- <br /> velopment school impact fee as prescribed by state law and as adopted by the Pleasanton <br /> Unified School District, unless waived by the school district. Evidence of the waiver shall <br /> be provided to the City's Director of Building Inspection prior to issuance of a building <br /> permit. <br /> <br /> 20. Prior to issuance of a building permit, the applicant shall pay the applicable Zone 7 and <br /> City connection fees and water meter cost for any water meters, including irrigation me- <br /> ters. Additionally, the developer shall pay any applicable Dublin San Ramon Services Dis- <br /> trict (DSRSD) sewer permit fee. <br /> <br /> 21. The developer acknowledges that the City of Pleasanton does not guarantee the availabil- <br /> ity of sufficient sewer capacity to serve this development by the approval of this case, and <br /> <br /> PUD-96-19, Early Learning Institute April 1, 1997 <br /> Exhibit "B", Conditions of Approval Page 3 <br /> <br /> <br />
