9. The developer shall submit a final lighting plan for the building and site for review and ap- <br /> proval of the Planning Director prior to issuance of an "on-site" permit. All lighting shall <br /> be designed, installed, and controlled to be directed away from the adjacent residences. <br /> There shall be no field lights allowed in the athletic fields. Low-level security lighting may <br /> be considered along the westerly side of the site by the rear yards/property lines of the ad- <br /> jacent residences, subject to approval by the Planning Director. Such lighting shall be <br /> shielded to prevent light and glare on the adjacent properties.. <br /> <br /> 10. Parents, teachers, and visitors shall be directed by the school not to park on Garden Creek <br /> Circle or Stone Pointe Way. This parking prohibition shall be stated in the school's enroll- <br /> ment agreement. The developer shall submit the wording for this provision to the City At- <br /> torney for review and approval before issuance of a building permit. The school's <br /> administration shall periodically remind parents of this restriction. <br /> <br /> 11. With construction of the Phase II classroom building, the developer shall provide a <br /> fire/emergency vehicle access to the north side of the building as shown on Exhibit "E". <br /> <br /> 12. With the development's first construction phase, the developer shall locate the school's <br /> driveway entrance and exit off Stoneridge Drive in the location shown on Exhibit 'E". In <br /> conjunction with construction of the Stoneridge Drive entrance/exit, the developer shall <br />· construction the following modifications to Stoneridge Drive: <br /> <br /> a. The developer shall construct an opening in the Stoneridge Drive median island to <br /> allow left-turn only movements from Stoneridge Drive to the site. The median island <br /> opening shall include a left-turn pocket designed to provide adequate stacking space <br /> for queued vehicles and shall also include a detector loop or similar device connected <br /> to the future Stoneridge Drive/Guzman Parkway traffic signal. The purpose of this <br /> detector loop is to coordinate left-turns from Stoneridge Drive to the site with a.m./ <br /> p.m. traffic on Stoneridge Drive. <br /> <br /> b. If required by the Planning Director and the City Engineer, the developer shall <br /> construct a fight-turn deceleration lane from Stoneridge Drive to the site. <br /> <br /> c. The developer shall install signs warning of the presence of children crossing the <br /> entrance/exit. . .... <br /> <br /> d. The grade elevation of the entrance/exit shall be level with the grade of Stoneridge <br /> Drive a distance of two (2) car-lengths back from the sites property line. <br /> <br /> The improvement plans for this construction shall be submitted to the Planning Director, <br /> City Engineer, and Fire Marshall for review and approval before issuance of a building or <br /> <br /> PUD-96-19, Early Learning Institute April 1, 1997 <br /> Exhibit "B ", Conditions of Approval Page 2 <br /> <br /> <br />
