b. The CC&R's shall give authority to the homeowners association to enforce the re- <br /> quirement that private garages be made available for parking. <br /> <br /> c. The City shall be granted the fights and remedies of the' association, but not the obli- <br /> gation, to enforce the maintenance responsibilities of the property owners associa- <br /> tion. <br /> <br /> d. The CC&R's for the project shall prohibit the parking of boats, campers, and trailers <br /> on site. <br /> <br /> e. The homeowners association shall be empowered by the CC&R°s to ensure that ga- <br /> rages remain available for vehicular parking. <br /> <br /> f. The homeox~ners association shall be responsible for implementing all storm water <br /> measures and for the maintenance of all private streets, private utilities, landscaping, <br /> and other common areas and facilities on the site. Irrigation systems shall be main- <br /> tained and controlled to reduce runoff which can contribute to storm water runoff <br /> pollution. <br /> <br /> g. Guest parking is allowed on both sides of the thirty-two (32' 0") wide private streets. <br /> <br />17. Any proposed phasing of this development shall be depicted on the tentative tract map and <br /> shall include narrative explaining the proposed phasing. <br /> <br />18. With recordation of the final subdivision map, the developer shall grant an access ease- <br /> ment over the private street to the City of Pleasanton and to the Alameda County Water <br /> Quality and Flood Control District Zone 7 for purposes of maintenance and emergency <br /> hicle access to the future public park and/or recreation area on the existing Kaiser quarry <br /> property. This easement shall not be for general public access to the park and/or recrea- <br /> tion area. <br /> <br />19. There shall be no second-floor windows over the garage end elevations of Plans Four and <br /> Five overlooking the rear yards of Plans One and Two. The windows shown on the eleva- <br /> tions of these plans shall be deleted. This change shall be shown on the Building Permit <br /> Plan Set for review and approval by the Planning Director before issuance of a building <br /> permit. <br /> <br />20. The developer shall submit a geotechnical or soils report with the tentative map verifying <br /> the stability of the slope bank on the Kaiser quarry.
