received all necessary discretionary approvals (e.g., PUD plan, <br /> design review, tentative map), a recorded final map (if required), <br /> and complete plans for constructing the residential unit. Partial <br /> building permit plans (e.g., foundation plans) shall not be sufficient <br /> for issuance of a building permit under this subsection. At the time <br /> of issuance of the building permit, subdivision improvements <br /> sufficient to allow the issuance of a foundation permit are required <br /> to have been completed and all fees paid. <br /> <br />b. Limitations on Annual Building Permits Per Project <br /> <br /> (i) A first-come, first-served project developer shall be subject <br /> to the following limitations on the number of building <br /> permits it may secure: <br /> <br /> (a) for a project 70-99 units in size - a maximum of <br /> 35 building permits per year. <br /> <br /> (b) for a project 40-69 units in size - a maximum of <br /> 25 building permits per year. <br /> <br /> (c) for a project of less than 40 units - a maximum of <br /> 20 building permits per year. <br /> <br /> The size of the "project" shall be established based on the <br /> number of units included in the discretionary approval for <br /> the project, regardless of the number of pre-existing lots it <br /> includes; any subdivision after the effective date of this <br /> Ordinance shall not create separate parcels for purposes of <br /> creating discrete "projects." <br /> <br /> (ii) Notwithstanding the limitations established above, use by a <br /> project developer of any units remaining in the first-come, <br /> first-served sub-allocation on December 1 or added to the <br /> first-come, first-served allocation pursuant to subsections <br /> 17.36.080(C)(1)(c) and (d) shall not be limited by the <br /> annual project limitations established in subsection <br /> 17.36.080(C)(2)(b)(i). <br /> <br />c. Small Project Applicants <br /> Projects eligible to use the 15-unit small project set-aside are <br /> eligible to use the first-come, first-served sub-allocation as follows: <br /> <br /> (i) From January 1 through March 31, small project applicants <br /> shall use the regular first-come, first-served sub-allocation. <br /> <br /> 12 <br /> <br /> <br />
