2. Approval Process. <br /> <br /> a. Prior Discretionary Project Approval Necessary. <br /> <br /> (i) A major project developer may request a growth <br /> management allocation at the time of, or alter, any of the <br /> following: PUD plan approval, design review approval, or a <br /> tentative map approval. The Planning Department shall <br /> provide the necessary application forms, and a project <br /> developer must file the application with the Planning <br /> Department. The application shall be accompanied by a fee <br /> established by the resolution establishing fees and the <br /> charges for various Municipal services. The request shall <br /> indicate the desired phasing of the project. <br /> <br /> (ii) No application for a major project allocation will be <br /> accepted for processing by the Planning Department if <br /> capacity within the major project sub-allocation is not <br /> available for a reasonable project phase within at least the <br /> second calendar year alter the year the application is <br /> tendered. <br /> <br /> b. Growth Management Approval. <br /> <br /> (i) The major project sub-allocation established in subsection <br /> 17.36.070(B)(2) shall not be exceeded. The City Council <br /> may grant a specific growth management allocation to a <br /> project for one or more years so long as the total units <br /> allocated to major projects in any given year does not <br /> exceed the sub-allocation for that year. <br /> <br /> (ii) In reviewing a major project developer's request for <br /> allocation, the City Council shall use its discretion in <br /> establishing a phasing schedule, giving consideration to the <br /> number of major projects which are pending or are likely to <br /> seek approval in the near term, the principle of "first-come, <br /> first-served," the economic feasibility of phasing the project, <br /> and other factors. The approval shall be in the form of a <br /> growth management agreement. <br /> <br />C. First-Come, First-Served Project. A first-come, first-served project developer <br /> shall be issued building permits, if available, from the sub-allocation for first-come, <br /> first-served projects, as described herein. <br /> <br /> 10 <br /> <br /> <br />
