2. Approval Process. <br /> <br /> a. Prior Discretionary_ Project Approval Necessary. <br /> The qualifying project should normally have received planned unit <br /> development plan approval or design review approval prior to <br /> requesting growth management approval; however, a project may <br /> be considered for an allocation prior to such approval if sufficient <br /> information is presented to the City Council for it to be able to <br /> determine the nature of the project, its affordability component, and <br /> its required allocation. <br /> <br /> b. Growth Management Approval. <br /> Following its determination that a proposed project is a qualifying <br /> affordable housing project and that there are units available in the <br /> affordable housing sub-allocation to allocate to it, the City Council, <br /> at its discretion, may grant an allocation to the project for such year <br /> or years as it deems necessary to allow construction of the project <br /> consistent with City growth management policies. The City may <br /> exercise its discretion in determining both the size of a qualifying <br /> project as well as its phasing. The Council approval shall be in the <br /> form of an affordable housing agreement. <br /> <br />B. Major Project. A major project developer must receive a specific allocation for the <br /> number of units and years in which its project's units will be built. This allocation <br /> must be made from the sub-allocation for major projects. <br /> <br /> 1. Availability of Building Permits to Major Projects <br /> <br /> a. Initial Sub-Allocation and Adjustments. <br /> The major project sub-allocation shall be as initially established in <br /> subsection 17.36.070(B)(2) and may be modified from time to time <br /> by the City Council as described in section 17.36.070. <br /> <br /> b. Unused First-Come, First-Served Sub-Allocation <br /> On December 1 of each calendar year, a major project developer <br /> which has received growth management approval is eligible to <br /> secure building permits from the first-come, first-served <br /> sub-allocation, including its fifteen units set-aside, if the <br /> sub-allocation for that calendar year has remaining units available. <br /> <br /> <br />
