14. Th~ design of the custom homes on the proposed lots shall be submitted for the design <br /> review approval by the Planning Director. The architectural and landscape design shall <br /> adhere to the project's design guideDines and those of the West Foothill Road Corridor <br /> Overlay District. <br /> <br />15. The proposed grading for the custom homes shall be submitted for the review and <br /> approval of the Planning Director as part of the design review process for each of the <br /> custom homes. The grading shall be reviewed to ensure that it complements the natural <br /> terrain and enhances the rUral character of the area; the objective is to limit grading to the <br /> minimum required to achieve proper drainage. The homes on Lots 1, 2, and 3 shall <br /> utilize a split pad foundation to conform to the natural slope of these lots. Additionally, <br /> the grading shall be completed in such a manner to ensure the preservation of the site's <br /> existing trees. A final grading and drainage plan for each custom home prepared by a <br /> licensed civil engineer depicting all final grades and on-site drainage control measures, <br /> including concrete-lined V-ditches, to protect all cut and fill slopes from surface water <br /> overflow. This plan shall be subject to the review and approval of the City Engineer <br /> and/or the Director of Building Inspection prior to the issuance of any building permits. <br /> <br />16. A proposed landscaping plan for the entire yard of each of the custom homes shall be <br /> submitted for the review and approval of the Planning Director as part of the design <br /> review process. Said landscape plan shall be detailed in terms of species, location, size, <br /> quantities, and spacing. Only native and/or indigenous plant species shall be used in all <br /> areas outside the building envelope, while exotic materials may be used only within the <br /> envelope areaAll trees used in landscaping be a minimum of 15 gallons in size and all <br /> shrubs a minimum of 5 gallons, unless approved otherwise. The landscape plan shall be <br /> consistent with the wildlands fire management plan required for each lot. <br /> <br />17. A detail of the open fencing to be used on all the custom' lots shall be submitted for the <br /> review and approval of the Planning Director prior to the approval of the tentative map. <br /> The design of this open fencing shall be a welded wire (hogwire) and wood frame style <br /> similar to that used in other residential developments located on the west side of Foothill <br /> Road. The location of both open and solid fencing on each of the custom lots shall be <br /> submitted as part of the design review process for each of the custom homes. <br /> <br />18. The development plan shall be revised to show that natural grades will remain on Lot 3, <br /> rather than creating a flat pad area. This lot shall not be graded as part of the subdivision <br /> improvements for the project, and instead, the final grading of this lot shall be determined <br /> at the time of design review approval for the custom home on this lot, consistent with the <br /> requirements stated in Condition # 15.. <br /> <br />19. The applicant shall comply with the recommendations of the tree report prepared by <br /> Hortscience dated "Received" September 1990.
