California Government Code Section 65450 authorizes the City <br /> Council of the City of Pleasanton to prepare specific plans for the <br /> systematic implementation of the General Plan for all or part of the <br /> area covered by the General Plan. On June 16, 1992, the City <br /> Council of the City of Pleasanton adopted Resolution No. 92-126 <br /> approving and adopting a Specific Plan for the North Sycamore <br /> Specific Plan Area of the City, following certification as adequate an <br /> Environmental Impact report (EIR) prepared for the North Sycamore <br /> Specific Plan. On February 17, 1998, the City Council granted <br /> approval to the Conceptual Plan and PUD application of the initial <br /> Funding Developer; <br /> <br /> E. The North Sycamore Specific Plan included a detailed description of <br /> public facilities required to serve the North Sycamore Specific Plan <br /> Area, and financing policies to assure timely construction of the <br /> public facilities. Key recommendations included a plan for the <br /> facilities to be funded by initial Funding Developers, with <br /> subsequent development to reimburse the Funding Developers for a <br /> share of the public facilities. Should an individual Funding <br /> Developer proceed in advance of other Funding Developers and <br /> pre-fund infrastructure in excess of their Funding Developer share, <br /> then any subsequent Funding Developer shall pay their proportionate <br /> share prior to final map approval to reimburse the initial Funding <br /> Developer; the Funding Developers' shares are to be proportional to <br /> the total shares of all Funding Developers proceeding with <br /> development; <br /> <br /> F. An Infrastructure Financing Plan and Technical Report for the North <br /> Sycamore Specific Plan, dated December 1, 1998 ("Technical <br /> Report") was prepared pursuant to the policies contained in the <br /> North Sycamore Specific Plan; the Technical Report, prepared by <br /> Economic and Planning Systems, Inc., is on file with the Planning <br /> and Engineering Department and the City Clerk. The public <br /> facilities for which the North Sycamore Area Development Impact <br /> Fee will be used are specifically identified in a Basic Infrastructure <br /> Program, which is a schedule of costs included in the Technical <br /> Report. The Technical Report may be amended from time to time to <br /> reflect current conditions and circumstances and more refined <br /> engineering cost estimates; <br /> <br /> <br />
