Ordinance No. 1772 <br />Page 3 <br /> G. The public facilities reflected in the basic infrastructure program are <br /> needed to protect the health, safety, and general welfare within the <br /> North Sycamore Specific Plan Area, to facilitate orderly urban <br /> development within the North Sycamore Specific Plan Area, to <br /> maintain and improve existing levels of service in the North <br /> Sycamore Specific Plan Area, and to promote economic well-being <br /> within the North Sycamore Specific Plan Area and the City as a <br /> whole; <br /> <br /> H. The North Sycamore Area Development Impact Fee is based upon <br /> the General Plan policies which provide that new development <br /> generates additional residents, employees, and structures which in <br /> turn place an additional cumulative burden upon the City's <br /> infrastructure and such development should pay its proportionate <br /> share of the cost for new public facilities; <br /> <br /> I. Individual public improvements in the Basic Infrastructure Program <br /> are part of an integrated system necessary to serve and provide <br /> benefits to development planned in the entire North Sycamore <br /> Specific Plan Area and certain other areas. <br /> <br />Section 2: The Technical Report provides the technical basis for the Area <br /> Development Impact Fee, and is incorporated by reference into this <br /> Ordinance. <br /> <br /> <br />
