Ms. Seto noted that due to Chairperson Roberts residing in the Vineyard Corridor there is a conflict of <br />interest and she will not be involved in the discussion on the Vineyard Avenue Corridor. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Pat Costanza, Greenbriar Development, requested that Greenbriar be allotted the roll over of the 49 units <br />to Year 2000 and provide the 440 allocation. He further noted that Greenbriar is a major contributor to <br />the infrastructure. He expressed concern with the future allocations for the Lund Ranch and noted that <br />Lund Ranch was not referenced in the Tables. He requested that the Commission consider that the <br />Lund Ranch is anticipating receiving the 86 units in Year 2001/2002. Further, he requested that as a <br />funding developer of the Specific Plan, that this be treated as a major project. <br /> <br />Bob Harris, concerned citizen, initiated discussion relating to staff's calculations for allocations and the <br />reason for staff recommending 350 units when there is potential for many more units. Mr. Swift noted <br />that staff is recommending a smaller rate of growth for the next two years. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Discussion ensued relating to Table 7. Chairperson Roberts leaves the room to allow discussion for <br />whether the Vineyard Corridor should be treated as a major project. Discussion ensued relating to the <br />definition of a major project, benefits of designating a project as a major project, proposed Vineyard <br />Elementary school, <br /> <br />Commissioner Arkin expressed concern with school overcrowding and whether there will be an <br />elementary school in the Vineyard Corridor. <br /> <br />Commissioner Maas moved that the Vineyard Corridor be considered as a major project. Commissioner <br />Sullivan noted he understood the benefits of deeming this a major project; however, he expressed <br />concern with the allocations.
