Commissioner Maas moved that approval be recommended for the draft ordinance amendment. <br />Chairperson Roberts seconded the motion. Commissioner Sullivan sought clarification of the motion. <br /> <br />A motion was made by Commissioner Maas, seconded by Chairperson Roberts, that approval be <br />recommended for the draft ordinance amendment. <br /> <br />ROLL CALLVOTE <br /> <br />AYE S: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Arkin, Maas, Sullivan, and Chairperson Roberts <br />None <br />Commissioner Kameny and Kumaran <br />None <br /> <br />The motion carried. <br /> <br />Discussion ensued relating to the allocation process and whether the annual or suballocation process is <br />adequate. Commissioner Sullivan noted that the allocation process, with the exception of the General <br />Plan, is the best chance to engage in serious discussion about issues that affect planning and population <br />growth, impacts on environment, traffic and transportation regional impacts, air quality impacts, <br />schools, and low income housing. He requested that them be serious discussion initiated by the City <br />Council on these subjects and what growth should be, and he stated that the Growth Management Report <br />does not address these issues. He stated his unwillingness to approve any mom houses until them is <br />discussion of these issues. Further, that he would not be in support of allocating units. In response to an <br />inquiry by Commissioner Maas, Commissioner Sullivan noted his allocation would be zero until there is <br />a mom indepth discussion of the report. <br /> <br />Commission Arkin commented on the current trends in approving housing and noted his concern with <br />the financing of infrastructure and stated that growth should pay for itself and mitigate regional <br />transportation issues. He noted that the lives of the existing residences are being impacted by new <br />growth and suggested that staff provide the full cost of every home and then an air quality and regional <br />transportation mitigation fee be instituted to new homes. <br /> <br />Commissioner Maas suggested that this item be tabled until the January 12, 2000 Commission meeting. <br />Chairperson Roberts moved that this item be tabled until the January 12, 2000, Commission meeting. <br />Commissioner Maas seconded the motion.
