Mr. Plucker noted that the Commission has another option of approving the application for twelve <br />children with the application reviewed at such time the First Street Bridge is opened. <br /> <br />Commissioner Maas expressed concern with allowing the applicant to provide daycare for additional <br />children and then issues arising which would cause the application to be revoked at a later time. She <br />suggested that the decision be postponed until such time that the First Street Bridge is opened. <br /> <br />Commissioner Sullivan reminded the Commission that a housing project was approved in this area for <br />1600 houses and questioned whether four more cars would affect traffic congestion in this area. He <br />noted that this is not an ideal location for a daycare in Pleasanton; however, he noted there is a need for <br />daycare in the City of Pleasanton. He expressed concurrence with a loading/unloading zone being <br />installed in this area. <br /> <br />Commissioner Kameny noted his support with approving the application for twelve children to provide <br />daycare for the residents of Pleasanton and then reviewing the application subsequent to the bridge <br />opening. <br /> <br />Commissioner Kumaran noted that after listening to the public coinments relating to the shortage of <br />daycare in the City of Pleasanton, and the Commission's denial only being allowed due to a traffic <br />hazard being created versus traffic congestion, that he would be in support of the applicant's request. <br />Further, that he would support the additional condition for a loading zone and reviewing the application <br />at a later date. <br /> <br />Chairperson Roberts noted that the daycare would need to disclose to new parents that their children's <br />presence at the daycare is conditional based on the revisiting of the traffic issues. <br /> <br />Commissioner Arkin suggested that the applicant be strongly encouraged to stagger the parents drop-off <br />and pick-up times for children. <br /> <br />Commissioner Maas noted that the applicant is not the property owner. Ms. Varasteh noted the property <br />owner is her son. <br /> <br />Commissioner Kameny made a motion to grant the appeal of the Zoning Administrator's denial of a <br />conditional use permit to operate a large-family day-care facility for 12 children at an existing residence <br />located at 4350 First Street. Further, that Case AP-99-09 be approved by making the three required <br />conditional use permit findings and approving Case AP-99-09 subject to the modified conditions of <br />approval listed in Exhibit "B." Further, that the curb in front of applicant's property be designated a <br />loading zone for hours of operation; and, that this application be monitored until such time that the First <br />Street Bridge is operational for traffic; and, that parents be notified that the number of children could be <br />reduced from 12 to 8 if unsafe traffic conditions are found to exist. Chairperson Roberts seconded the <br />motion. <br /> <br />Discussion ensued as to how the traffic will be monitored, the operating time for the loading zone, and <br />time restrictions for parking the loading. <br /> <br />PLANNING COMMISSION MINUTES Page 9 November 10, 1999 <br /> <br /> <br />
