He stated that the parents will continue to park slowly <br />and safely at the facility and that the safety of additional children at the daycare will be ensured. <br /> <br />In response to an inquiry by Commissioner Maas, Mr. Smith noted that drop-off in the morning occurs <br />between 7:30 a.m. and 7:45 a.m. and children are picked-up in the evening between 6:00 p.m. and 6:30 <br />p.m., with the average time for parking being approximately 15 minutes in the evening and a shorter <br />time in the morning. He noted he would not be in favor of parking in the driveway. In conclusion, he <br />requested that the Commission approve this application. <br /> <br />Diana Galero, 585 Happy Valley Road, noted her child has been attending the daycare for over a year <br />and commented on the difficulty in finding daycare in the City of Pleasanton. She noted that the <br />applicant is like a grandmother to the children in her care. She stated that the traffic will be lower than <br />eight trips per day due to some of the children being siblings of children who are currently attending the <br />daycare and that the trips per day generated from the facility will not significantly impact traffic in the <br />area. She further noted that she pulls into the parking spot adjacent to the facility versus backing up and <br />pulling forward and that she would not be in favor of being required to park in the driveway due to <br />having to back up onto First Street. <br /> <br />In response to an inquiry by Chairperson Maas, Ms. Galero noted that she dropped off her child between <br />approximately 8:00 to 8:30 a.m. and picked her child up between 5:45 p.m. to 6:30 p.m. in the evening. <br />Further, that the average parking time would be five minutes in the morning and ten minutes in the <br />evening. <br /> <br />Greta Tseng, 1267 Hearst Drive, commented on the difficulty of finding daycare in the City of <br />Pleasanton. She noted that this daycare was her only choice, but it has been a good choice. She noted <br />she did not have problems with finding parking at the facility and that the eight trips per day from the <br />daycare would not significantly impact traffic. She requested that the Commission consider approving <br />the application. <br /> <br />In response to an inquiry by Chairperson Roberts, Ms. Tseng noted she dropped offher child at the <br />daycare between 9:30 a.m. to 10:00 a.m. with pick up being between 6:30 p.m. to 7:00 p.m. <br /> <br />Ms. Varasteh commented on the inspections from the State of California and the Fire Department. <br /> <br />Discussion ensued relating to business parking across the street, the parents being informed of parking <br />regulations, the completion date for the First Street bridge, the completion of the First Street bridge <br />allowing additional traffic to flow down First Street, and applying a condition that additional children <br />must be from the same family. Ms. Seto noted it would not be appropriate to condition this business in <br />such a way that the clients of the business are restricted. <br /> <br />Chairperson Roberts suggested that the applicant be conditionally approved for eight children with the <br />application being reviewed at a later time. <br /> <br />Ms. Varasteh commented on the expense involved in hiring additional staff to assist in caring for the <br />children and her hesitation with hiring staff for only two additional children. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />PLANNING COMMISSION MINUTES Page 8 November 10, 1999 <br /> <br /> <br />
