Tim Matthius, architect, provided an overview of the plans and answered questions from the <br />Commission including the length of time for construction, whether stained glass will be utilized in the <br />building, the height of the cupolas and whether pitch of roof can be altered., and the possibility of <br />transplanting the heritage trees. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Arkin noted his support with the aesthetics of the facility. <br /> <br />Commissioner Sullivan expressed concern with the height of the building due to it not being compatible <br />with adjacent buildings. He noted that the apartments across the street are two-story and are the highest <br />buildings in the vicinity. He noted he would be in support of the church expanding; however, he noted <br />this comer is very visible for a building of this height. He noted that there are a number of large trees <br />being removed and suggested that there be a condition for two or three additional 24-inch box trees. He <br />noted there are inconsistencies in the requirements for removal of heritage trees between homeowners <br />and developers. <br /> <br />Commissioner Kumaran noted his support with the addition to the church. He noted he would be in <br />support of adding additional 24-inch box trees to the project. He noted there should be more stringency <br />for removal of heritage trees. Commissioner Kumaran noted he would vote in support of the project. <br /> <br />Commissioner Maas expressed concern with "U-turns" being made from Hopyard onto Del Valle <br />Parkway to enter the church parking lot. She noted she had no problem with expansion of the church; <br />however, she had concerns with "U-turns" being made into the parking lot. Mr. Higdon noted that the <br />church could request that members of the congregation utilize Golden to gain access into the parking lot. <br />Commissioner Maas noted she would be in support of closing off the Del Valle Parkway driveway and <br />entering the parking lot from Golden. Mr. Plucker noted that staff is in favor of the two approaches into <br />the parking lot due to the trip sources being fairly distributed. <br /> <br />Discussion ensued relating to erecting a "no U-tm" sign on Hopyard and Del Valle and the Traffic <br />Commission examining issues relating to a "no U-turn" sign. <br /> <br />Chairperson Roberts suggested that a recommendation be made to the Traffic Committee to examine <br />issues relating to ingress/egress into the church's parking lot including the "U-mm" into the parking lot. <br />Further, that the congregation be discouraged from making a left-hand mm from Hopyard onto Del <br />Valle Parkway. <br /> <br />Chairperson Roberts noted that she approved of the architecture of the building and would not be in <br />favor ora church with a flat roof. Further, that the church will be aesthetically pleasing on this comer. <br /> <br />Commissioner Arkin noted his support with the design of the church. <br /> <br />Commissioner Kumaran made a motion to find that the project would not have a significant effect on the <br />environment and adopt a resolution approving the attached draft Negative Declaration; make the <br />conditional use permit findings as listed in the staff report; approve the conditional use permit <br />application (Case UP-99-40) subject to the conditions shown in Exhibit "B. 1," and, approve the design <br />review application (Case Z-99-212) subject to the conditions shown in Exhibit "B.2."
