Further, that the Traffic Committee monitor and study issues relating to "U- <br />turns" made on Del Valle Parkway and Hopyard. Commissioner Kameny seconded the motion. <br /> <br />Commissioner Maas requested that the architect work with staff to explore alternatives to possibly <br />lowering the height of the building, such as lowering the windows. <br /> <br />Commissioner Kumaran noted that the height of the building is attractive in denoting this building as a <br />chumh and a place of worship. <br /> <br />Commissioner Sullivan noted that the building is aesthetically pleasing; however, he expressed concern <br />with the height of the building and a four-story building being on this comer in proximity to a residential <br />neighborhood, the arroyo, and bike and hiking trails. He noted he would be in support of the architect <br />examimng issues of lowering the height of the building, and that he would be satisfied with lowering the <br />height of the building by ten feet. <br /> <br />Commissioner Kameny expressed concurrence with Commissioner Maas' statements and requested that <br />the architect examine ways in which to reduce the height of the church. <br /> <br />PUBLIC HEARING WAS REOPENED <br /> <br />The architect commented on the height of the buildings, the mass of the building, and the diameter and <br />height of the cupola. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Discussion ensued relating to removal of the cupola, the design of building, and stained glass not being <br />utilized in the cupola. <br /> <br />A motion was made by Commissioner Kumaran, seconded by Commissioner Kameny, finding <br />that the project would not have a significant effect on the environment; adoption ora resolution <br />approving the attached draft Negative Declaration; making the conditional use permit findings as <br />listed in the staff report; approving the conditional use permit application (Case UP-99-40) subject <br />to the conditions shown in Exhibit "B.I"; and, approval of the design review application (Case <br />Z-99-212) subject to the conditions shown in Exhibit "B.2." Further, that two additional 24-inch <br />box trees be required and that the location of trees be determined by discussions between staff and <br />the applicant.
