A motion was made by Commissioner Kameny, seconded by Chairperson Roberts, to make the <br />conditional use findings as listed in the staff report and approve Case UP-99-49 subject to the <br />conditions listed in Exhibit "B". <br /> <br />ROLL CALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Kameny, Kumaran, Maas, Sullivan and Chairperson Roberts <br />None <br />None <br />None <br /> <br />Resolution PC-99-91 was entered and adopted as motioned. <br /> <br />Z-99-212/UP-99-40, Trinity Lutheran Church <br />Application for a conditional use permit and design review approval of an approximately <br />6,220-square-foot sanctuary, approximately 1,560 square feet of administrative office <br />space, additional off-street parking spaces accessed from Del Valle Parkway, and landscape <br />modifications at the site of an existing church located at 1225 Hopyard Road. Zoning for <br />the property is R-1-6,500 (Single-Family Residential) District. <br /> <br />Mr. Plucker referenced a staff report dated November 10, 1999, and highlighted key areas contained in <br />the report including background information, site and project description, site plan, architecture and <br />design, parking, traffic and circulation, and landscaping. In conclusion, he noted that staff's <br />recommendation is that the Commission find that the project would not have a significant effect on the <br />environment and adopt a resolution approving the attached draft Negative Declaration; make the <br />conditional use permit findings as listed in the staff report, approve the conditional use permit <br />application (Case UP-99-40) subject to the conditions shown in Exhibit "B.I"; and, approve the design <br />review application (Case Z-99-212) subject to the conditions shown in Exhibit "B.2." <br /> <br />Discussion ensued relating to compensation for the removal of the heritage trees, whether median is a <br />temporary fix and whether a larger parkway will exist, the height of nearby apartment buildings, <br />whether people exiting the church parking lot will be an excessive number, signage issues, restricting <br />use of banners, how the two parking lots will be connected, and the length of time for construction. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />David Beard, pastor, expressed excitement with the project and he stated that the applicant is ready to <br />proceed with the next phase of the project. He noted that the church has been in the community for 30 <br />years and has been in the present structure since 1966. He noted that the church consists of 700 <br />members and that the architecture of the church is attempting to fit in with the community. In <br />conclusion, he noted this is a good project for the community. <br /> <br />In response to an inquiry by Commissioner Arkin relating to length of time for construction, Pastor <br />Beard noted that the fund-raising has occurred for the project and the congregation is in support of the <br />project. <br /> <br />PLANNING COMMISSION MINUTES Page 4 November 10, 1999 <br /> <br /> <br />
