15. Modify the Specific Plan and PUD Development Plan and Conditions to: <br /> (i) replace trees lots along Bernal Avenue with mature trees; and <br /> (ii) save significant trees in the cottonwood grove and the finger tributary. <br />16. Modified the Specific Plan and PUD Development Plan to relocate the golf course holes along <br /> the Arroyo de la Laguna easterly and to delay any development within a 300-foot setback from <br /> the easterly top of bank of the Arroyo de la Laguna until completion of the Zone 7 master plan <br /> study. <br />17. Modified the Specific Plan and PUD Conditions to disallow wood-burning fireplaces. <br />18. Modified the PUD Conditions, Development Agreement, Growth Management Agreement, and <br /> associated agreements to: <br /> (i) allow City review of all subsequent project impacts with City ability retained to address <br /> any new/different impact when reviewing subsequent project applications; and to include <br /> additional mitigation or changes in land use. <br /> <br />There was a unanimous vote by the Commission. <br /> <br />19. <br /> <br />Modified the PUD Conditions (Condition 50.e.) to read as follows: <br />"e. Property Owner shall conduct a Preliminary Endangerment Assessment (PEA) in <br />consultation with California Department of Toxic Substance Control (DTSC) and in <br />consultation with DTSC Preliminary Endangerment Assessment Guidance Manual within any <br />areas to be directly affected by grading activities. Property Owner shall implement applicable <br />recommendations as may be legally required. The PEA also shall include a radiological study <br />of the site. The radiological study shall be undertaken in consultation with the Radiologic <br />Health Branch, the Environmental Health with citizen participation and public hearing on the <br />scoping of the study, Investigations Branch of the California Department of Health Services <br />(CDHS), and in consultation with relevant portions of the Multi-Agency Survey and Site <br />Investigation Manual (MARS SIM). The study shall include those areas of the site determined <br />by the CDHS to require additional study. Property Owner shall implement the <br />recommendations made by CDHS regarding the scope and conduct of the radiological study. <br />Notice of completion of the study shall be given as required by CEQA for a supplemental EIR <br />and the CEQA-customarv time shall be allowed for public review of the study prior to any City <br />action on the project subsequent to its completion. Property Owner shall incorporate any <br />mitigations recommended by CDHS upon its review of the completed study." <br /> <br />20. <br /> <br />Modified the Specific Plan, PUD Conditions, PUD Development Plan, Growth Management <br />Agreement, and associated agreements to: <br />(i) reduce the total number of units to no more than x units (or a range of from y to z units); <br /> and <br /> <br />Commissioners Maas, Kameny and Chairperson Roberts requested that the total number of units <br />be 1000-1600. <br />Commissioner Knmaran suggested that the total number of units be zero until there is an election <br />on this issue. <br />Commissioner Sullivan suggested that the total number of units be 300-500, after conducting a <br />community support analysis, including a citizen's committee. <br /> <br />PLANNING COMMISSION MINUTES 7 October 27, 1999 <br /> <br /> <br />
