(ii) specify a target mix for townhomes/condominiums, duet, and single-family detached
product types.

Commissioners Kameny, Maas and Chairperson Roberts suggested 25-35 small lot, 20 -30
percent medium lots, with a requirement that the final development plan demonstrating how
percentages would be achieved on the site plan would be returned to the Commission prior to the
tentative map approval. Commissioner Kameny requested that the golf course westerly lots be
premium lots.

Commissioner Sullivan suggested 200 townhomes and 100 single-family homes with the density
being 80 percent in the hub area and 20 percent in the outlying areas. Further, that a community
support analysis be conducted prior to his supporting that level of housing.

Commissioner Kumaran suggested zero homes for this project due to this project not being the
best use of the property.

21. Modified the Specific Plan and PUD Conditions to encourage telecommuting to the maximum
extent feasible through providing subdivision/home building infrastructure consistent with state-
of-the-are telecommunication methods, such as cabling for DS1 service and wiring homes for
total room access to the fastest service available (e.g., phone, coax, CAT-5 Ethernet cable, etc.).

There was a unanimous vote by the Commission.

- 22. Modified the PUD Conditions to add requirement that residential, commercial/office, public, and
quasi-public development accommodates electric vehicles by such means as including 220V
charging outlets in garages and/or parking lots.

Them was a unanimous vote by the Commission.

23. Modified the Specific Plan and PUD Conditions to require an air quality mitigation mechanism
be determined at a subsequent time as part of the Village PUD (or any earlier PUD), and
determine a satisfactory program and amount to reduce the air quality; the interest from these
fees to be managed by the City of Pleasanton to encourage residents who generate "cold starts"
in Pleasanton to replace their vehicles with zero emission vehicles with

Commissioner Sullivan requested that staff examine grants that might be available for air mitigation.
There was a unanimous vote by the Commission.

24. Modified the PUD Conditions, Development Agreement, and associated agreements to require
that a study be performed a locally administered regional fee in addition to the regional fee that
will be collected for the Tri-Valley authority to be performed after the vested Tentative maps.

There was a unanimous vote by the Commission.

PLANNING COMMISSION MINUTES 8 October 27, 1999
