5. MATTERS CONTINUED FOR DECISION <br /> <br />RZ-99-04, Ted Mavridis <br />Application to rezone a 9,120-square-foot site located at 357 Ray Street from the R-1-6,500 <br />(single-family residential) District to the C-C (Central Commercial) District. The Planning <br />Commission will also consider the Negative Declaration prepared for the application. <br /> <br />Greg Plucker referenced a memorandum dated October 27, 1999 and stated that due to a tie vote at the <br />October 13, 1999 Commission meeting, no action was taken on this application. He highlighted <br />background information contained in the October 13, 1999 staff report and stated that staff's <br />recommendation is that the Commission find that the project has a de minimis impact on the site's <br />wildlife and adopt a resolution recommending approval of the attached negative declaration; and adopt a <br />resolution recommending that the City Council approve Case RZ-99-04. <br /> <br />Discussion ensued relating to the furore plans for the building if rezoning is permitted, whether the <br />building has historical significance, zoning designations for other residences on Ray Street, and <br />clarification of zoning designations. <br /> <br />Commissioner Kameny noted there are no changes being proposed in the application and that the <br />residence is being brought into conformance with the General Plan. He noted that the applicant owns <br />the adjacent property and that there is adequate parking for this site. He commented on the Municipal <br />Code as it relates to parking and noted he does not have any concerns with rezoning the property to <br />bring it in compliance with the General Plan and Downtown Specific Plan. <br /> <br />Commissioner Sullivan expressed his concem with the potential of losing residential houses in the <br />downtown area and he noted his desire for mixed-use development in the downtown area. He stated he <br />would be in support of denying the application. <br /> <br />Commissioner Kumaran expressed concern with the traffic at Ray and Main Streets and he stated he <br />would not be in support of impacting traffic further in the area. <br /> <br />A motion was made by Commissioner Kameny, seconded by Commissioner Maas, that the project <br />be found to have a de minimis impact on the site's wildlife; that a resolution be adopted <br />recommending approval of the attached negative declaration; and, a resolution be adopted <br />recommending that the City Council approve Case RZ-99-04. <br /> <br />ROLLCALLVOTE <br /> <br />AYE S: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Kameny, Maas, and Chairperson Roberts <br />Commissioner Kumaran and Sullivan <br />None <br />None <br /> <br />Resolution Nos.
