PUD-81-30-80D, Safe America Federal Credit Union <br />Application for design review approval to construct an approximately 25,650-square-foot, two- <br />story commercial office building on an approximately 3.47-acre site located in the Hacienda <br />Business park at 4701 Chabot Drive. Zoning for the property is PUD-I/C-O (Planned Unit <br />Development - Industrial/Commercial-Office) District. <br /> <br />Mr. Pavan referenced a staff report dated October 13, 1999, and highlighted key areas contained in the <br />report including background information, project proposal, future site design, parking and driveways, <br />building design, traffic, signage, and landscaping. In conclusion, Mr. Pavan noted that staff's <br />recommendation is that the Commission adopt a resolution approving PUD-81-30-80D subject to <br />Exhibit "B", Draft Conditions of Approval. <br /> <br />Discussion ensued relating to cross access easements, location of the entrances, applicant's concurrence <br />with Exhibit C, parcels functioning together as a single larger development, instituting a condition of <br />approval that buildings on site are architecturally complimentary to one another, and issues relating to <br />the sign being addressed at a later time. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Dallas Taylor, 5323 Spring Valley, Suite 200, Dallas, Texas, noted that the original site plan was <br />submitted with the building on the comer; however, after discussion with the Hacienda Business Park <br />and staff, it was requested that the applicant demonstrate that the residual piece of property was <br />developable in a manner that was complimentary to the business park guidelines of the City of <br />Pleasanton. He noted that is when two plans were submitted and staff decided on a plan. He noted that <br />the applicant did not want a cross easement due to people cutting the comer through the property on <br />Gibraltar and Chabot, and staff requested that the property act as one site. He noted that the residual <br />tract will go through the entire planning process and he requested that Commission not address the <br />residual piece of property, if at all possible. In response to an inquiry by Commissioner Kumaran, Mr. <br />Taylor noted that the field of membership would be Safeway employees. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Kumaran moved that the Commission adopt the Resolution approving PUD-81-30-80D <br />subject to the conditions in Exhibit "B". Commissioner Maas seconded the motion. <br /> <br />Chairperson Roberts inquired whether a condition should be added that the architecture complement this <br />building. Commissioner Kumaran noted he did include that as part of his motion due to the fact that this <br />will be heard by the Commission at a future time. Commissioner Arkin noted he appreciated the <br />landscaping on this project, and he requested that the sign be installed in the landscaped area. <br />Commissioner Maas stated that any type of signage or flag should be in proportion to the building. <br />Chairperson Roberts noted that issues relating to the sign will come before the Commission at a later <br />time. In response to an inquiry by Commissioner Arkin, staff noted that issues relating to the sign are <br />generally reviewed at the staff level; however, staff has the ability, if a compromise cannot be worked <br />through with the applicant, to bring the issue back before the Commission. Commissioner Kumaran <br />stated that he expected staff to take note of the commissioner's views on the sign.
