Mr. Pavan noted that will still be the case. <br />Mr. Pryer expressed his support with the staff' recommendation in Condition No. 9 to continue to work <br />with the tenant if there are parking concerns. He expressed concern with parking in the area and noted <br />that when visiting the property, he counted 18 cars on Utah Street. He requested that Condition No., 9 be <br />retained and stated that the area should not resemble a used car lot. Further, he requested that staff <br />monitor the situation if the same uses are approved in the area. He expressed appreciation to the City for <br />notifying the adjacent property owners, and he requested that future notification be given of uses on <br />Bernal. Further, that this project not effect the riparian nature of the Arroyo. In response to an inquiry <br />by Chairperson Roberts, he noted there has been no parking on his property. <br /> <br />Bob King, 719 Mohave Avenue, noted that when staff notified him that there was a parking problem, <br />there has been no parking in the vacant lots since. He noted that the parking problem has been resolved. <br />He noted that the two handicapped spaces have not been utilized at the same time since the existence of <br />the building. In response to Mr. Pryer's inquiry, he stated that the two exhaust stacks are approximately <br />three feet in diameter. He stated that the spray booths located in the front of the building facing Bernal <br />have been painted to match the trim on the building and that the exhaust pipes are not an eyesore. He <br />noted that the fencing, as requested by the applicant, would match the other fencing in the area and that <br />he does not understand the requirement for landscaping inside the fence. He stated that lack of parking <br />in the area is not an effect of the auto repair shops doing business, but as a result of cars and buses being <br />parked in the area by people who are visiting Shadow Cliffs. In conclusion, he noted that this is a good <br />project. <br /> <br />Discussion ensued relating to the fencing and the exhaust stacks. Mr. Pavan suggested that a corrugated <br />metal treatment could be used on the exhaust stacks to cover them which would tie the exhaust stacks <br />into the actual building design. Further, if this was done, staff would be in support of the exhaust stacks <br />in the proposed location. The applicant noted his desire to work with staffto resolve this issue. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Maas moved that the Commission approve Case Z-99-228, subject to Exhibit "B", Draft <br />Conditions of Approval. Further, that staff work with the applicant to resolve issues relating to the <br />visibility of the exhaust stacks and that galvanized fencing be utilized. Commissioner Kumaran seconds <br />the motion. <br /> <br />Commissioner Arkin expressed concern with the visual aesthetics of this area and noted his desire for <br />nicer landscaping. He commented on the location of the businesses and the landscaping of the other <br />businesses in the area. He noted he would be in favor of larger landscaped zones between the street and <br />the parking lot. He noted the importance of having pleasing visual aesthetics for this area. He suggested <br />that the landscaping be increased to 20 feet with a five foot high berm of part grass. Further, that the <br />parking lot side contain trees and shrubs. He noted he would be in favor of thickening up the <br />landscaping in the area to make it more visually pleasing due to the higher traffic volume in this area. <br /> <br />Discussion ensued relating to the increased landscaping reducing the mm around area for the parking, <br />code requirements for back out space behind parking stalls, consistency of landscaping with other <br /> <br />Planning Commission Minutes October 13, 1999 <br /> Page 6 <br /> <br /> <br />
