Conunissioner Kumaran noted he would be voting against the motion. He noted his "no" vote is in no <br />way reflecting on the Sylvan Learning Center or its worthwhile function. He expressed concern with the <br />parking situation and noted that at a hundred percent occupancy, he would not be in favor of overflow <br />parking on Valley or Hopyard Road. <br /> <br />Commissioner Maas noted she frequents this center and rarely has a problem with parking. She noted <br />the adequate parking could be due to the tenant mix in this center. She expressed her enthusiasm with <br />this business occupying a vacant building. She noted this is good use for this center, especially due to <br />the dropping off aspect of the business. <br /> <br />Commissioner Kumaran noted he would desire to see parking addressed prior to gaining a hundred <br />percent occupancy and prior to parking becoming an issue. He further noted that ten minutes between <br />classes would be a drain on the parking situation and a concern for the owners. <br /> <br />Chairperson Roberts noted she did not have a problem with the proposed business due to the business <br />hours and because of the condition of approval that if there is a parking problem, the application would <br />be required to come back before the Commission. Further, that due to the business not operating late on <br />Friday, there would not be an impact on parking for the restaurants. She noted she would not be in favor <br />of penalizing restaurants' parking due to this business and that parents should realize there are <br />restaurants in the area. He noted that due to the large interior space, <br />customer vehicles could be stored within the building itself.
