Discussion ensued relating to the Commission previously denying the PUD for the New Cities <br />Development and the total number of units that was approved for the New Cities Development. <br /> <br />Commissioner Maas initiates discussion relating to Growth Management for the proposed 51 units, and <br />whether the Commission can condition the development agreement that not all 51 units be approved to <br />be built in the Year 2000. Ms. Seto noted that building permits could be requested in the Year 2000; <br />however, the school condition is in place that no new students would be enrolled until a new school is <br />built and occupancy is granted for the homes. Commissioner Maas noted that even though there are <br />ample permits for the Year 2000, her recommendation would be that not all 51 units be approved to be <br />built in the Year 2000. <br /> <br />Chairperson Roberts stated that due to the Commission not knowing the total amount of units to be built <br />due to not seeing the new plan, that the New Cities Development Plan is not consistent with the General <br />Plan. <br /> <br />A motion was made by Commissioner Kumaran, seconded by Commissioner Arkin, to deny the <br />Development Agreement with New Cities Development Group. <br /> <br />ROLLCALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Arkin and Kumaran, and Chairperson Roberts <br />Commissioner Maas <br />Commissioners Kameny and Sullivan <br />None <br /> <br />Resolution No. PC-99-77 was entered and adopted as motioned. <br /> <br />Commissioner Maas noted that she voted no due to her desire to add a recommendation regarding delay <br />of the Growth Management issue. <br /> <br />Commissioner Arkin noted that he voted to deny the development agreements due to there being no <br />benefit to the existing residents of the City of Pleasanton. <br /> <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />Commissioner Arkin referenced his memorandum that he distributed relating to mitigating air quality. <br />He requested there be a separate discussion by the Commission relating to air quality mitigation issues. <br />Commissioner Maas suggested that Diana Bonanno provide a presentation to the Commission on <br />transportation issues. <br /> <br />Chairperson Roberts noted that the Commission's second meeting in November falls on Thanksgiving <br />Eve and she requested that the Commission find an alternative date for the meeting. Ms. Seto noted that <br />the commissioners will be contacted to establish an alternative meeting date and that staff will provide <br />recommendations at the October 27, 1999 meeting.
