Commissioner Sullivan noted he generally was in support of approving the application and that he <br />would not be in support of removal of the grass area. He suggested that the option of draining over the <br />grass area to reduce storm water pollution be reviewed as a drainage option and that a cost analysis of <br />the options be performed. He noted that during heavy storms the spillway may overwhelm the oil/water <br />separator and he expressed concern with overflow going into Arroyo. He suggested that the setbacks <br />from the Arroyo be increased by 10 to 20 feet by eliminating some of the excess parking spaces. He <br />commented on the importance of providing large setbacks to the Arroyo, not building flush with the <br />banks, and preserving the wildlife habitat and riparian corridors. <br /> <br />PUBLIC HEARING WAS REOPENED <br /> <br />The applicant noted that Zone 7 needs an easement for vehicle accessibility and that a fence will be <br />erected to allow accessibility for Zone 7. Further, the fence will be covered with ivy to make it <br />aesthetically pleasing. Commissioner Sullivan expressed his preference for a natural space with <br />vegetation to keep the Arroyo habitat intact. The architect noted there were erosion issues between the <br />Arroyo and the parking lot and that paving this area would prevent further erosion of hillside and slope <br />and would also allow for vehicle access by Zone 7. <br /> <br />Mr. Higdon suggested that the Commission allow staff to examine issues relating to providing an <br />additional five feet of buffer zone, which would not eliminate parking spaces. The applicants expressed <br />concurrence with the suggestion by Mr. Higdon. Commissioner Sullivan expressed concurrence with <br />Mr. Higdon's suggestion and with not paving over existing habitat. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Chairperson Kumaran noted his pleasure with the applicant fulfilling his vision for the parking lot. He <br />commended the applicant for resolving any issues with neighbors. He noted he would be in support of <br />approving the application. <br /> <br />Commissioner Robert moved that the Commission adopt a resolution approving Case Z-98-287 subject <br />to the conditions of approval listed in Exhibit "B," and there be inclusion ora sign at the entrance of St. <br />John identifying the location of the parking lot and that the applicant work with staff to enlarge the <br />setback along the Arroyo. <br /> <br />Commissioner Sullivan offered a friendly amendment to the motion that a cost analysis of drainage <br />options, including the option of draining to the lawn area, be performed. Commissioner Kameny <br />seconded the motion with the amendment by Commissioner Sullivan. <br /> <br />A motion was made by Commissioner Roberts, seconded by Commissioner Sullivan, approving <br />Case Z-98-287 subject to the conditions of approval listed in Exhibit "B," with additional <br />conditions that there be inclusion of a sign at the corner of St. John identifying the location of <br />parking lot; that the applicant will work with staff to enlarge the setback along the Arroyo; and <br /> <br />PLANNING COMMISSION MINUTES Page 6 August 11, 1999 <br /> <br /> <br />
