A motion was made by Commissioner Maas, seconded by Commissioner Kumaran, that the <br />Commission make a finding that the proposed use, as conditioned and with an additional <br />condition that the firearms be locked in a safe in an alarmed storage room, is similar to other <br />allowed uses in Bernal Corporate Park such as small-scale wholesale establishments and <br />small-scale establishments in which the goods are sold to the ultimate consumer and are made to <br />the customer's specifications; make the required use permit findings for approval; and adopt a <br />resolution which would approve Case UP-99-18 subject to the conditions in Exhibit "B." <br /> <br />ROLL CALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Kameny, Maas and Chairperson Kumaran <br />None <br />Commissioner Sullivan and Roberts <br />None <br /> <br />Resolution No. PC-99-51 was entered and adopted as motioned. <br /> <br />Ct <br /> <br />Z~99-024, Breilh Properties <br />Application for design review approval to construct one new two-bedroom dwelling unit <br />over a new five-car garage on a site containing four-existing rental units. The property is <br />located at 859 Rose Avenue. Zoning for thc property is RM-1500 (Multi-Family <br />Residential) District, Core Overlay District. <br /> <br />Ms. Eisenwinter referenced a staff report dated July 28, 1999 and highlighted key areas in the report <br />including background information, project description, and landscaping. In conclusion, she noted that <br />staffs recommendation is that the Commission adopt a Resolution which would approve Case Z-99-24, <br />subject to the conditions in Exhibit "B." <br /> <br />Discussion ensued relating to previous direction by the Commission and whether the door on Option 3 <br />will be functional. <br /> <br />Commissioner Maas noted she would be in favor of Option 3. She noted that the upper window was <br />reduced in Option 3. She suggested the following: that the lower windows have closed shutters to <br />improve the aesthetics of the building and reduce costs; that the front-facing door not be functional to <br />eliminate the possibility of its being left open; and that the door on the right elevation be retained as a <br />functional door. She requested that a window be installed over the kitchen sink on the rear elevation. <br />She noted that the building in Option 3 resembles a house, and she noted this is an aesthetically pleasing <br />plan. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />The applicant requested that the front-facing door be functional due to the safety element of allowing <br />individuals to exit the garage if there were a power failure, and he noted that additional potted plants by <br /> <br />PLANNING COMMISSION MINUTES Page 5 July 28, 1999 <br /> <br /> <br />
