Forest Taylor, the applicant, stated he would not object to a condition of approval to install a locked safe <br />at the business to eliminate transport of firearms. He suggested that the safe be placed in the locked <br />storage room at the property due to the room having no window and there being an alarm in the storage <br />room. <br /> <br />Discussion ensued relating to the following items: whether there is liability for Moulthrop Sales with <br />guns being stored on property; the applicant only selling firearms to individuals who are personally <br />known to him; the type of firearms and miscellaneous police equipment that would be purchased; the <br />uses for firearms purchased, the safe utilizing a combination lock versus keys; and federal restrictions <br />for firearm sales. <br /> <br />There were no members of the public who wished to address the Commission. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Kameny noted he had no concems with the applicant's background due to his being <br />knowledgeable with firearms and being a police officer. He noted his desire for the firearms to be stored <br />in a locked safe and alarmed storage room at the business location and not to be transported to the <br />applicant's home. He stated that if this condition were met, he would be in support of approving the <br />application. <br /> <br />Commissioner Maas expressed concurrence with Commissioner Kameny's statement and inquired <br />whether personnel at Moulthrop Sales should be made aware of the nature of the business. <br />Ms. Eisenwinter noted that a public notice was sent to Moulthrop Sales, and Ms. Seto noted that other <br />than the public notice, there were no legal requirement to notify personnel. <br /> <br />PUBLIC HEARING WAS REOPENED <br /> <br />The applicant noted that the personnel at Moulthrop Sales are aware of the nature of the business. He <br />stated further that required Federal and State signage is posted inside the office relating to firearm sales. <br />The applicant commented on the importance of knowing the individuals he sells firearms to. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Maas expressed agreement with conditioning the applicant to store firearms in a safe in <br />an alarmed storage room. Further, she stated that the applicant's occupation and background were a plus <br />in deciding to approve the application in that the customers would be dealing only with the applicant <br />himself, and that the business meets the location requirements of the ordinance with acceptable distances <br />to residences and parks. <br /> <br />Chairperson Kumaran noted that he was initially concerned with approving the application; however, <br />due to the applicant being a police officer and firearms being sold only to individuals known to the <br />applicant, he would be in support of approving the application. <br /> <br />PLANNING COMMISSION MINUTES Page 4 July 28, 1999 <br /> <br /> <br />
