PUD-99-07, TTK Partnership <br />Application for prezoning to the PUD (Planned Unit Development)-SRDR, GC, OS (Semi-Rural <br />Density Residential, Municipal Golf Course, and Open Space) District and for development plan <br />approval of a custom-lot, single-family development consisting of 12 lots, open space, a public <br />equestrian/pedestrian trail, and related improvements for an approximately 46.3-acre site located <br />in the Happy Valley Specific Plan study area on the south side of Happy Valley road at the <br />junction of Happy Valley Road and Alisal street. Zoning for the property ins Unincorporated. <br /> <br />Mr. Swift referenced a staff report dated July 14, 1999 and highlighted key areas contained in the report <br />including background information, project description, design guidelines, land use and density, <br />infrastructure, development plan alternatives, existing trees, open space trail system, landscaping, <br />growth management, and home site fencing. In conclusion, Mr. Swift noted that staffs recommendation <br />is that the Planning Commission make the finding that the proposed PUD development plan, alternative <br />two, is consistent with the General Plan and the Happy Valley Specific Plan; make the PUD <br />development plan findings stated in the staff report; and, adopt a resolution recommending approval of <br />Case PUD-99-07, subject to the draft conditions of approval stated in Exhibit "B." <br /> <br />Discussion ensued relating to the pro rata share of infrastructure costs, issues relating to annexation, the <br />driveway leading to the property, relocation of rear lot lines 11 and 12, and clarification of the number of <br />trees to be removed. <br /> <br />Jim Hoge, 739-C Main Street, noted that he has worked with the Golf Course Committee and staff <br />relating to the donation of the open space, and that development of the project is a win-Mn situation for <br />all parties. He commended staff for their work on the project. He commented on the acreage that will <br />be donated to open space, the grading necessary for the project, and that the project is environmentally <br />friendly, including a wildlife preservation. He commented on the beauty of the property, the clubhouse, <br />the equestrian and pedestrian trails, contribution to infrastructure costs, and the two additional units that <br />will be provided in exchange for open space. In conclusion, he noted that the applicant supports staff's <br />recommendation, except for a minor modification to Item No. 36, and he requested that the condition be <br />modified to state "That the project developer shall keep the site free of fire hazards until the final unit is <br />sold." Mr. Swift noted that staff concurs with applicant's request for modification to Condition No. 36. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Bud Barlow, 6723 Alisal Street, spoke in favor of the two-acre parcels to retain the ruralness of the area. <br />He inquired as to the zoning of the property and open space. Staff noted that zoning allows for <br />agricultural use and that there will be public access to open space. Mr. Barlow initiated discussion <br />relating to development of travel lanes in residential neighborhoods on north and/or south sides of <br />Happy Valley Road. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Maas stated that due to special circumstances and with the one-acre parcels, or larger lots, <br />being in the front of development, she would accept the smaller lots. She expressed appreciation for the <br />visual analysis for design review, the width of streets, and the attractiveness of the project.
