With regard to staffs recommendation that the applicant should encourage Pleasanton parents to use
Santa Rita Road as the access route to and from the school, Commissioner Maas noted that due to the
inconvenience it would cause the Pleasanton parents, she would not support this recommendation. She
expressed concern with the school not having a permanent home and noted she would be in favor of this
site being utilized as a temporary site; however, she stated she would not be in favor of this being a
permanent location for the school and suggested that the applicant increase their efforts in identifying a
permanent site for the school. Commissioner Maas commented she was in support of the church being
utilized during the week rather than the church sitting vacant. She suggested that either the applicant
should not be extended a five-year term, and that a cap be placed on the number of children attending the
school or extending the application to a five-year term with no additional extensions, and the applicant
identifying a permanent school site. Further, she expressed concern with the appropriateness of the
school occupying a large number of office buildings for the school. In conclusion, she noted her desire
for the school to be successful in a permanent location.

Commissioner Kameny expressed concurrence with Commissioner Maas' statements and expressed
sympathy with the Carden West school's dilemma of locating a permanent site for the school; however;
he reiterated the need for the school to locate a permanent site.

PUBLIC HEARING REOPENED

The applicant noted that the school has been attempting to locate permanent space and expressed her
concurrence that office space is not a suitable location for the school; however, due to the inability of
the school to locate an alternative school site, there is a possibility the school may need to shut down.
She requested that the Commission consider allowing the applicant to present an update in five years.

PUBLIC HEARING WAS CLOSED

Commissioner Maas reiterated her desire for the school to find alternative space in the five-year period
of time and noted she would not be in favor of the school closing.

Commissioner Roberts noted she will support the application, as conditioned.

A motion was made by Commissioner Kameny, seconded by Commissioner Sullivan to make the
required Conditional Use Permit findings as listed in the staff report; and approve Case UP-99-19
subject to the conditions listed in the attached Exhibit "B."

ROLL CALLVOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Kameny, Maas, Sullivan and Vice-Chairperson Roberts.
None
Chairperson Kumaran
None

Resolution No. PC-99-44 was entered and adopted as motioned.

PLANN1NG COMMISSION MINUTES Page 5 July 14, 1999
