expressed her disappointment with the removal of heritage trees and spoke in favor of conditioning the <br />project to add a few larger trees or additional smaller trees. <br /> <br />Commissioner Kameny noted that the design of the project is aesthetically pleasing and expressed <br />concurrence with Commissioner Maas' statements relating to trees. He expressed his desire for <br />Alternative 2 to minimize aspects of grading and to retain visual aspects, and with the <br />computer-generated visuals. He noted he would vote in favor of approving the application. <br /> <br />Commissioner Sullivan expressed appreciation to staff for the butterfly report. He stated he would be in <br />support of Alternative No. 2. He expressed concern with some of the lot sizes being smaller that one <br />acre and with clustering of houses in the area; however, he noted he would desire the clustering of <br />homes versus more grading. He expressed concern with the removal of trees and stated he would <br />address those concerns at the tentative map stage of the process. He requested additional information <br />relating to the placement and size of trees. He noted that the infrastructure issues have not been <br />resolved, that infrastructure for homes could become more expensive, and he expressed hesitation with <br />approving the plan before infrastructure issues are resolved. He noted that the golf course and PUD <br />have been approved by the Commission, even though he voted no. He commented on the CAPP <br />initiative and stated that the community has expressed a desire to participate in planning decisions of <br />projects and he would not be comfortable with approving additional projects this close to the <br />community's election process. He suggested that the Commission delay project approval until after the <br />election and that a recommendation be made to the City Council to delay the project until after the <br />election process. <br /> <br />Commissioner Roberts noted that the project is well planned and she would be in favor of Alternative <br />No. 2, due to grading issues. She commended staff and the applicant for their work on the project and <br />the use of open space for the public. She requested that a condition be added for 24-inch box trees, <br />which grow faster than 36-inch box trees. She noted that project's infrastructure will need to be <br />approved by the City Council and that issues relating to the CAPP initiative should be made by the City <br />Council and not the Commission. In conclusion, she noted she would vote in support of the application, <br />with the conditions as previously stated, and with staff deciding whether to utilize 36-inch box trees. <br /> <br />Commissioner Maas expressed concurrence with Commissioner Roberts' statements regarding the CAPP <br />initiative; however, she commended Commissioner Sullivan on his honest viewpoint relating to the <br />upcoming election. Commissioner Sullivan noted that the Commission's job is to receive input from the <br />community due to the community's desire to be part of the planning process and that due to the <br />upcoming election, decisions relating to this project should be continued to a later date. Commissioner <br />Maas noted that this application should not be continued, but forwarded to the City Council for final <br />determination. <br /> <br />Commissioner Kameny commended staff on the quality of the staff report. <br /> <br />A motion was made by Commissioner Maas, seconded by Commissioner Kameny, that the <br />proposed PUD development plan, Alternative No. 2, is consistent with the Happy Valley Specific <br />Plan. <br /> <br />PLANNiNG COMMISSION MiNUTES Page 7 July 14, 1999 <br /> <br /> <br />
