Commissioner Kameny requested that staff reagendize this application as expeditiously as possible. <br /> <br />UP-99-19, Carden West School <br />Application for a conditional use permit to (1) extend Carden West's existing use permit for two <br />classrooms totaling approximately 1,200 square feet and expand the school by adding two <br />classrooms totaling approximately 1,800 square feet; and (2) increase the number of students at <br />the school from 130 to 174. The property is located at 4466 Black Avenue; zoning for the <br />property is "O" (Office) District. <br /> <br />Steve Otto, Associate Planner, referenced a staff report dated July 14, 1999, and highlighted key areas <br />contained in the report including background information, site and project description, land use, noise, <br />hours of operation, parking, and circulation. In conclusion, Mr. Otto noted that staff's recommendation <br />is that the Planning Commission make the required Conditional Use Permit findings as listed in the staff <br />report, and approve Case UP-99-19 subject to the conditions listed in the attached "Exhibit "B." <br /> <br />Discussion ensued relating to the safety concern of children crossing through the parking lot, the <br />timeframe of the lease of the property, and the percentage of children who attend the school who live in <br />Pleasanton. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Abby da Rosa, Executive Director, Carden West School, noted that the reason for the five-year lease <br />request is that the owner of the building requested the five-year lease and that tenant improvements are <br />expensive. Further, that the applicant has been actively searching for a permanent school site to build on <br />for two to three years; however, has been unsuccessful in locating a permanent site. She noted that the <br />Carden West School will be occupying space at the church site due to the modulars being removed that <br />currently house students. She stated that due to classes not being held during the summer there is not an <br />impact on students occupying classes. She continued by stating that students accompany their teachers <br />when walking through parking lots and there have been no safety issues. She stated that 75-80 percent of <br />children enrolled in school are Pleasanton residents. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Kameny noted he would be in support of staff's recommendation. Further, he noted that <br />he visits this office building frequently and that traffic in this area is nominal and he had no safety <br />concerns due to children being accompanied by an adult when crossing the crosswalk. He expressed his <br />desire for the applicant to locate a suitable permanent location for the school. In conclusion, he noted he <br />would support the application, as conditioned. <br /> <br />Commissioner Sullivan noted he would be in support of approving the application and his only concerns <br />were with safety issues of children crossing the parking lot. He expressed concern with issues relating <br />to noise and traffic on Loganberry Way; however, he noted the drop-off zone for children will be away <br />from houses.
