Discussion ensued relating to conditioning the application to contain a table in the open space area and <br />whether existing apartments are re-inspected. <br /> <br />Commissioner Sullivan noted he would be in favor of the unit being conditioned for affordable housing. <br />Further, he commented that the front elevation of the property is drab and that another second floor <br />window should be installed. He suggested installing a door in the garage to eliminate the garage <br />resembling the front of a house. He expressed his desire for open space to be landscaped to make the <br />project aesthetically pleasing and putting a table in the open space. In conclusion, he noted he would be <br />in support of approving the project. <br /> <br />Vice-Chairperson Roberts expressed concurrence with Commissioner Sullivan and suggested that staff <br />and the applicant examine issues relating to a door being installed in the garage and installation of an <br />additional window. She stated she would not be in favor of the unit being conditioned as affordable <br />housing due to there only being five units in the development. She noted that the present architecture <br />will blend in with the neighborhood. In conclusion, she stated she would be in support of approving the <br />application. <br /> <br />Commissioner Maas noted she would not be in support of approving the application and stated that not <br />enough has been done to improve the aesthetics of the project. She noted she would be in support of <br />conditioning the project for Monday through Friday construction due to it being in a residential area. <br /> <br />Discussion ensued relating to improvements that could be performed on the property and improvements <br />for landscaping. <br /> <br />Vice-Chairperson Roberts requested that the applicant consider installing a hedge to cover trash <br />enclosures and installing shrubs adjacent to parking spaces. Commissioner Kameny suggested adding <br />24-inch and 36-inch box trees. Vice-Chairperson Roberts further noted her desire for a specific <br />landscaping plan with trees along the fence line and enhancements for the face of the storage building. <br /> <br />Commissioner Sullivan suggested that the applicant be required to return with a landscaping plan that <br />would illustrate more detailed landscaping in the front of the house on Rose Avenue, enhancements for <br />the side yard, fence and parking areas, and with a door being installed on the garage. <br /> <br />A motion was made by Commissioner Maas, seconded by Commissioner Kameny, that the <br />applicant address the Commission's concerns and that a decision of the Commission be postponed <br />until such time that the applicant submits a detailed landscaping plan that addresses the <br />Commissioner's comments. <br /> <br />ROLLCALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Kameny, Maas, and Sullivan and Vice-Chairperson Roberts <br />None <br />Chairperson Kumaran <br />None <br /> <br />PLANNING COMMISSION MINUTES Page 3 July 14, 1999 <br /> <br /> <br />
