~ 4. REVISIONS AND OMISSIONS TO THE AGENDA <br /> <br />There were none. <br /> <br />5. MATTERS CONTINUED FOR DECISION <br /> <br />There were none. <br /> <br />6. PUBLIC HEARINGS <br /> <br />Z-99-024, Breilh Properties <br />Application for design review approval to construct one new two-bedroom dwelling unit over a <br />new five-car garage on a site containing four existing rental units. The property is located at 859 <br />Rose Avenue. Zoning for the property is RM-1500 (Multi-family Residential) District, Core <br />Overlay District. <br /> <br />Robin Eisenwinter, Assistant Planner, referenced a staff report dated July 14, 1999, and highlighted key <br />areas contained in the report including background information, site description, project description, <br />proposed site improvements, proposed building design, grading, landscaping/fencing, land use, building <br />architecture/design, parking, traffic, landscaping and fencing, adjacent neighbors, and site plan and <br />density. In addition, Ms. Eisenwinter noted that a commissioner has indicated an interest in adding a <br />condition of approval that the proposed dwelling be rendered at a low-market rental rate. In conclusion, <br />Ms. Eisenwinter noted that staff's recommendation is that the Planning Commission adopt a resolution <br />which would approve Case Z-99-24, subject to the conditions listed in Exhibit "B." <br /> <br />Discussion ensued relating to the location of an additional window, utilization of 24-inch box trees, <br />landscaping design, the size of the area for children to play in, proposed colors of the dwelling and the <br />height of the unit. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Ed Breilh, the applicant, commented on the upgrades performed to the unit and that the property will be <br />an asset to the neighborhood. He stated he would not want to provide the one property as affordable <br />housing, due to it being only one unit, versus a large apartment building. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Kameny spoke in favor of approving the application and stated that this project is an <br />enhancement to the neighborhood. Further, he noted that approval of the project will provide rental <br />units in the downtown area. He stated he would not be in favor of conditioning this unit as affordable <br />housing due to the burden it would place on the applicant and the property only containing five units.
