Approval of the Bemal Property Specific Plan for the 510-acre site to allow development of up to <br /> 1,900 residential units, up to 755,000 square feet of commercial/office space, an 18-hole golf <br /> course, parks, an elementary school, and associated uses. <br /> Approval of corresponding zoning actions as follows: <br /> Prezone the 439.7 acres of the B emal Property in unincorporated Alameda County to <br /> Pleasanton's Planned Unit Development (PUD) District <br /> Rezone the approximately 70.3 acres of the Bemal Property already within the jurisdiction of the <br /> City of Pleasanton from I-P (Industrial Park) to Planned Unit Development (PUD) District. <br /> Rezone the one-acre parcel owned by the City of Pleasanton from I-P (Industrial Park) to P <br /> (Public and Institutional). <br /> Prezone the portion of the Alameda County Transportation Corridor to Planned Unit <br /> Development (PUD) - Transportation Corridor. <br /> Prezone the Union Pacific Railroad right-of-way to Planned Unit Development (PUD) - <br /> Transportation Corridor <br /> Approval of a comprehensive PUD Development Plan for the Bernal Property, incorporating <br /> Development Standards and Design Guidelines, to govern future development of the Bemal <br /> Property. <br /> Approval of the Preannexation Development Agreement, Growth Management Agreement, <br /> Bemal Interchange Construction and Reimbursemeni Agreement, Bernal Bridge <br /> Construction and City Consultant's Fees Agreement, Agreement for Conveyance of Real <br /> Estate - Park Expansion Parcel, Agreement for Conveyance of Real Estate -Civic Center <br /> Property, and Verona Road Agreement for the Bernal Property project. <br /> <br />Mr. Swift referenced a staff report dated June 23, 1999 relating to further consideration of the San <br />Francisco Bernal property. <br /> <br />Matthew Morrison, 5581-A Sonoma Drive, noted that an analysis of possible radionuclide <br />contamination should be conducted prior to certification of the EIR with discussion of this item being <br />agendized for a Commission meeting. Further, he requested that the Commission debate and vote <br />whether an analysis should be conducted before an EIR is certified. He commented on the potential <br />issues that could arise if radionuclides are found in the area and provided background information of this <br />area being used as a drying bed for sludge from the sewer treatment plant on Sunol. He provided the <br />Commission with a report from the Public Health Department of Alameda County commenting on the <br />method of waste disposal in this area. He concluded by requesting that the Commission conduct <br />deliberation and not certify the EIR until an analysis is performed. <br /> <br />Mr. Swift noted that the EIR is an information document which provides the likely environmental <br />impacts of the project and that sufficient studies can be conducted to allow mitigation at a subsequent <br />time. Further, that conditions of approval state that a hazardous assessment would be conducted and <br />analyzed by the appropriate agencies. Mr. Morrison suggested that personnel who worked at the nuclear <br />laundry be interviewed to ascertain where sludge was deposited. Further, he requested that the <br />Commission request a study of the property before approval. <br /> <br />Robert Cordtz, 262 West Angela, commented on a recent newspaper article relating to San Francisco's <br />refusal to sell the Bernal property to Pleasanton.
