interpretation of the initiative, the project does not meet the intent of the General Plan, due to the <br />elevation of the project on Foothill Road. <br /> <br /> Chairperson Kumaran expressed concern with view sheds being affected by development and suggested <br /> that there be a condition of approval that if view sheds are affected, that the developer mitigate visibility <br /> issues within a certain period of time. Further, that if visibility issues are addressed, he would be in <br /> support of approving the project, including Monday through Friday construction time. <br /> <br />Discussion ensued relating to visibility issues, the visual analysis previously conducted, and dust control <br />mitigation that the City conditions on development. Commissioner Maas expressed concern with <br />visibility issues and Commissioner Roberts suggested that the planning director address issues of <br />visibility if concerns arise. Chairperson Kumaran noted the importance of protecting this area and <br />requested that staff pay specific attention to issues relating to visibility of the development. <br /> <br />Commissioner Roberts noted she supports the project. Further, she stated she was in favor of <br />conditioning the project for Monday through Friday construction, assess to development being on <br />Crosby Drive, and staff clarifying the responsibilities of the developer as contained in Condition 8. <br /> <br />A motion was made by Commissioner Roberts, seconded by Commissioner Maas, to approve the <br />tentative map as listed in the staff report subject to the conditions listed in Exhibit "B" and <br />modifying the construction hours from Monday through Friday, 8:00 a.m. to 5:00 p.m. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Kameny, Maas, Roberts, and Chairperson Kumaran <br />Commissioner Sullivan <br />None <br />None <br /> <br />Resolution No. PC-99-43 was entered and adopted as motioned. <br /> <br />Commissioner Sullivan noted that he voted no on the motion due to his inability to make the findings <br />based on the elevation of project being higher than 670 feet. <br /> <br />SP-95-02, PUD-96-06, San Francisco Water Department Bernal Property <br />The San Francisco Water Department Bernal Property is an approximately 51 O-acre site <br />consisting of three basic land units: a 202-acre Western Parcel between Interstate 680 (I-680) <br />and the Arroyo de la Laguna south of Bernal Avenue; a triangular-shaped Central Parcel of <br />approximately 245 acres bounded by 1-680 on the southwest, Bemal Avenue on the north, and by <br />the Union Pacific Railroad (UPRR) right-of- way on the southwest; and an Eastern Parcel of <br />about 63 acres between the UPRR and the Alameda County Transportation Corridor (formerly <br />the South Pacific Railroad right-of-way) south of Junipero Avenue. <br /> <br />The project is comprised of a number of land use approvals which together make up the project, <br />as follows: <br /> <br />PLANNING COMMISSION MINUTES Page 8 June 23, 1999 <br /> <br /> <br />
