outlined in the report dated June 9, 1999; decide whether it wished to have the City Attorney address the <br />Preannexation Development Agreement issues on June 14, 1999; and, move forward with the staff and <br />applicant presentations. <br /> <br /> Discussion ensued relating to whether the developers for the San Francisco Bemal property are in <br /> agreement with fees, issues relating to the EIR, and additional analyses being performed on the property. <br /> <br />Jeff Grote of the Planning Collaborative presented an overview of project. He noted that the project has <br />followed the 1984 (adopted 1986) General Plan and that the developer is working diligently to produce a <br />plan that the residents desire. He provided the Commission with the Ahwannee principles, which <br />represent the principles of measuring a good community. He noted that the development would reduce <br />vehicle usage and promote pedestrian usage due to the project encompassing both places to live and <br />work, and the development being in close proximity to the downtown area. He stated that the <br />development utilizes diversity in the various types of design for homes, and he notes the importance of a <br />good plan being developed. <br /> <br />Bruce Lymbum, representative from the City of San Francisco, provided an overview of the highlights <br />of the plan including recreational park and open space benefits, benefits that further the core planning <br />objective of Pleasanton, improvements over the Alameda County land plan, and citywide infrastructure <br />improvements. He commented on the community plan, including the distance of the community <br />features, the commercial shops, the golf course, location of town homes on the parcel, and the density of <br />the project. Mr. John Malamut noted the benefits of the project including the recreational uses such as <br />the golf course and clubhouse, half of all land in the project being included in open space, the $3.25 <br />million that will be spent to improve parks, the money donated to fund preservation of open space on the <br />ridge, community park space, the developer's agreement to constrict and maintain bike and pedestrian <br />trails, and the connection of bike trails to existing East Bay trails. He stated that the developer is <br />sensitive to school overcrowding issues, that $2 million will be contributed to schools to restore art and <br />music programs, and that the developer concurs with the traffic mitigation fees. He commented on the <br />realignment of the golf course and on the infrastructure improvement and benefits, including assignment <br />of water rights, and the development of the Bernal bridge. <br /> <br />John Malamut, representative of the City of San Francisco, commented on the land holdings of the City <br />of San Francisco in the area, the many revisions to the plan in order to incorporate public opinion, and <br />the City of San Francisco's cooperation in working with the citizens of Pleasanton. <br /> <br />PUBLIC HEARING OPENED <br /> <br />Mark Hillenbrand, 4761 Mason Street, commented on the Measure P issues and the amount of money <br />spent on the campaign. He expressed concern with the impacts of traffic in the areas of Interstate 680 <br />south and Interstate 580 west and the impacts of traffic on the community. Further, he noted the <br />importance of addressing school overcrowding issues and infrastructure issues. He suggested that <br />information relating to this project be posted on a web site and that another workshop be held at a <br />reasonable hour. <br /> <br />PLANNING COMMISSION MINUTES Page 4 June 9, 1999 <br /> <br /> <br />
