concurrence with staffs recommendation for Condition No. 8 but felt that any valid photo identification <br />should be acceptable. He supported eliminating the second sentence on Condition No. 16, and only <br />walking firearm purchasers to the front door of the store. He expressed support with the applicant's <br />request to keep birdshot ammunition on open shelves due to it being used for hunting. He noted that <br />Outdoor World has a history of being responsible and stated he would be in support of approving the <br />application. <br /> <br />Commissioner Kameny expressed concurrence with Commissioner Cooper's statements relating to the <br />good business practices and responsibility shown by Outdoor World in selling firearms and noted his <br />pleasure with the reopening of the store. He stated that there are a lot of conditions for this permit and <br />Mr. Thomas has agreed to a majority of them including utilization of trigger locks on guns, prohibiting <br />loitering by minors, guns being stored in glass cases, installation of video cameras, and background <br />checks for employees who deal with firearms. He noted his desire for all ammunition, including shotgun <br />shells, being locked up and possibly locating shotgun ammunition near cash registers for easy access by <br />staff and customers. He concluded by stating he would be in support of approving the application with <br />the conditions modified to include submittal of any kind of photo identification and elimination of the <br />sentence in Condition No. 16 requiring employees to accompany gun purchasers to their cars. <br /> <br />Vice-Chairperson Roberts expressed support with approving the application. She expressed support <br />with the antMoitering sign to be displayed and stated that it might help distinguish juveniles who are <br />particularly interested in firearms and are in need of professional help. She spoke in favor of all <br />ammunition being locked up in a case or displayed at the front counter to reduce availability. She <br />expressed concurrence with people being able to show a picture identification, other than a driver's <br />license; however, she stated it should be any identification that the State of California provides. She <br />noted that WalMart does not permit firearm and ammunition sales concurrently. In conclusion, she <br />noted she was in support of approving the application. <br /> <br />A motion was made by Commissioner Cooper, seconded by Commissioner Kameny, to make the <br />required use permit findings for approval and adopt a resolution approving Case UP-99-08 <br />subject to the conditions in Exhibit "B," with the modification that Condition No. 8 include a valid <br />government identification with a photograph or passport and that the second sentence be deleted <br />in Condition No. 16, plus the conditions included in staff's memorandum dated May 26, 1999. <br /> <br />ROLLCALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAiN: <br /> <br />Commissioners Cooper, Kameny and Vice-Chairperson Roberts <br />None <br />Commissioner Maas, Sullivan and Chairperson Kumaran <br />None <br /> <br />Resolution No. PC-99-37 was entered and adopted as motioned. <br />(Recess taken from 8:42 p.m. to 8:47 p.m.) <br /> <br />PLANNiNG COMMISSION M1NUTES Page 6 May 26, 1999 <br /> <br /> <br />
