PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Cooper stated he is in support of approving the application and noted that the building is <br />in an industrial commercial area and that the building is suitable for the area. He expressed agreement <br />with the applicant's request for maximizing the number of parking spots, elimination of the window on <br />the southern side of the building, and maintaining the red stripe along the top of the building. He <br />expressed his desire for the rain gutters being internal versus external. <br /> <br />Commissioner Kameny expressed concurrence with the applicant's need for additional parking, noting <br />that he would be in support of the parking being left as proposed. He stated he would be in support of <br />staffs recommendation for additional landscaping and retention of the red stripe along the top of the <br />building. He felt that the south elevation was okay as shown with no additional window. He noted that <br />the building is suitable for the area. Further, he expressed his support with staffs recommendation for <br />Condition No. 60, interior rain gutters, due to it being more visually pleasing. <br /> <br />Vice-Chairperson Roberts noted her concurrence with staffs recommendation for interior rain gutters <br />and with retention of the red stripe on the building. She expressed concurrence with staffs <br />recommendation for doubling the landscaping to minimize the visibility of parked cars. Further, she <br />suggested that larger than 15-gallon boxed trees be utilized so the service bays are not the primary visual <br />element. She noted that the applicant does need the additional parking space; however, due to the <br />visibility of this building on this comer, she would be in support of eliminating one of the three parking <br />spaces to increase landscaping in this area. She spoke in favor of elimination of the window in the <br />customer service area due to shear wall issues with the bays being open; however she noted that her <br />personal preference as a customer would be to retain the window in the customer service area and to <br />encourage customers to sit outside on the patio. <br /> <br />Commissioner Kameny expressed concurrence with increasing landscaping to minimize the visual <br />impacts of parked vehicles on this highly visible comer by reducing the driveway from 30 to 25 feet, <br />elimination of one parking spot, and with one or two 24-inch box trees being utilized in the landscaping. <br /> <br />Commissioner Cooper expressed concurrence with Commissioner Kameny's statements and with <br />eliminating the southwesterly parking space. <br /> <br />A motion was made by Commissioner Cooper to approve Case Z-99-39 subject to the conditions <br />listed in Exhibit "B" and the staff memorandum dated May 26, 1999, and with the modifications <br />to Condition 5B to state that the southwesterly parking spot on the Washington Street side be <br />eliminated; landscaping be included in that area to include a large box tree; Condition 7B be <br />eliminated, and deletion of the sentence contained in Condition No. 11 to eliminate the red stripe. <br /> <br />Commissioner Kameny requested that the motion be amended to include that the applicant and <br />staff reach an agreement to utilize the necessary amount of boxed sized trees to produce symmetry <br />in the landscaping and make landscaping the primary visual focus rather than the parking lot. <br />Commissioner Cooper agreed.
