PUBLIC HEARINGS <br /> <br />Z-99-024, Breilh Properties <br />Application for design review approval to construct one new two-bedroom dwelling unit <br />over a new five-car garage on a site containing four existing rental units. The property is <br />located at 859 Rose Avenue. Zoning for the property is RM-1500 (Multi-family Residential) <br />District, Core Overlay District. <br /> <br />Continued to July 14, 1999. <br /> <br />Z-99-39, Norman E. Wilson <br />Application for design review approval for a 5,310-square foot, single-story service <br />commercial building to be located at 2 California Avenue in the Stanley Business Park. <br />Zoning for the property is PUD (Planned Unit Development - C (Commercial) District. <br /> <br />Mr. Iserson referenced the staff report dated May 26, 1999, and highlighted key areas contained in the <br />report including background information, project description, site plan analysis, parking, building <br />design, and landscaping. Mr. Iserson noted that the Commission should also consider conditions, as <br />noted in the memorandum dated May 26, 1999, for having downspouts located on inside of the building <br />versus exterior, retention of the red trim at top of building, that the trellis height be increased from seven <br />feet up to twelve feet, and that the trellis be moved closer to the roll up doors. In conclusion, Mr. <br />Iserson noted that staffs recommendation is that the Commission approve Case Z-99-39 subject to the <br />conditions listed in Exhibit "B," and the conditions listed in the memorandum dated May 26, 1999. <br /> <br />Discussion ensued relating to the applicant being in agreement to the proposed trellis design, outdoor <br />storage being kept from public view, location of trellis, and amount of parking available. Commissioner <br />Kameny expressed concern with the height and visibility of the outdoor storage at Yorkshire Roofing on <br />the adjacent property. Commissioner Roberts asked if parking is allowed on the west side of <br />Washington Street, to which Mr. Iserson replied that it was not. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Norman Wilson, applicant, expressed his agreement with the conditions listed by staff, except for <br />Condition No. 5B, due to the need for additional parking; Condition No. 7, due to keeping customer's <br />focus on the inside of the building and structural reasons; Condition No. 11, retention of the red trim at <br />the top of the building; and, elimination of exterior downspouts due to maintenance issues related to <br />installing downspouts on the interior of the building. <br /> <br />Discussion ensued relating to the dimension of the window proposed in the customer waiting area, <br />location of the patio area, and the width of the driveway. <br /> <br />PLANNING COMMISSION MINUTES Page 2 May 26, 1999 <br /> <br /> <br />
