lanes with acceleration and deceleration lanes, to eliminate passing of vehicles, and with the daycare <br />center being built at the same time as the school and with utilizing sewer holding tanks. <br /> <br />Mike Goodwin, 1630 Vineyard Avenue expressed concern with the economic feasibility study and the <br />numbers used for the value of property and cost per acre of property, the school not being assessed an <br />agricultural mitigation fee, and with undergrounding utilities at Lot 18. He further expressed concern <br />with the daycare center being assessed the equivalent of two units when it is being proposed to <br />accommodate many children, the Specific Plan not meeting the General Plan program to encourage <br />development, traffic impacts on Vineyard Avenue with the development of the school, and infrastructure <br />not being approved before any building permits are issued. Further, he requested that the <br />inn/spa/restaurant/conference facility on Lot 28 be removed from the Specific Plan. He noted that <br />housing density was unfairly distributed throughout the area and noted with the addition of more units <br />for his property, 60 percent of his property would still be considered Open Space and requested that <br />eleven units be allocated to his property. <br /> <br />Jack Dove, 3263 Vineyard Avenue, expressed concern with potential change to Vineyard Avenue as it <br />relates to the residents of the adjacent mobile home parks. Further, he requested that a meeting be held <br />between staff and the mobile home park residences to allow for input relating to Vineyard Avenue. <br /> <br />Irmeli Vatamen, representing the Lin property (Lot 19), inquired as to the restriction for the property <br />owners to plant their vineyards before the last 25 percent of the housing is built, and expressed concern <br />with the number of restrictions being placed on vineyards. <br /> <br />Kevin Ryan, 3245 Chardounay Drive, commented on the proximity of this proposed development to the <br />Livermore Airport and requested that the developers be required to disclose this fact to potential buyers <br />to prevent furore liability. <br /> <br />Steve Brozosky, 1700 Vineyard Avenue, expressed concern with the additional funding recommended <br />by staff for landscaping the "Existing Vineyard Avenue Trail" and requested that it be eliminated. <br />Further, he noted that the undergrounding of utilities is not necessary but if performed should be paid for <br />by new development and not existing residents. He expressed concern with any condition requiring <br />"organic farming" due to the possibility of needing chemicals for pest infestation or disease. He noted <br />that the daycare center should contribute its share for infrastructure which should be the equivalent for <br />actual usage. Further, he expressed concern with fire safety on Lot 25 and with trees being removed <br />along the road. <br /> <br />Arlene Utal, 712 Bancroft Road, Walnut Creek, noted that the City of Pleasanton is in need of daycare, <br />and commented on the waiting lists for children to enter daycare in the area and the development of new <br />homes with no plans for daycare facilities. She requested that the Commission approve staffs <br />recommendation for approval ofa daycare center with the number of children to be determined at a later <br />time through a conditional use permit. She noted that the number of children in a daycare is regulated by <br />state licensing. <br /> <br />Randy Harris, One Kaiser Plaza, Oakland, Attorney for the Foley family, expressed concern regarding <br />single-family homes adjacent to the Foley Ranch and stated it is the intent to decrease noise impacts of <br /> <br />PLANNING COMMISSION MINUTES Page 5 April 28, 1999 <br /> <br /> <br />
