PUD-81-30,78D, Britannia Gibraltar, L.L.C. <br />Application for design review approval of an approximately 76,320 square foot, one-story <br />office, research and development and light manufacturing building located at 5735 W. Las <br />Positas Boulevard (Hacienda Park Site #34C). Zoning for the property is PUD (Planned <br />Unit Development) - I/C-O (Industrial/Commercial and Office) and Hacienda Park <br />MOIPD (Mixed Office, Research, and Development/Light Manufacturing) District. <br /> <br />Mr. Iserson referenced the staff report dated April 14, 1999, and highlighted key areas contained in the <br />report including background information, project proposal, proposed development standards, parking <br />and driveways, building design, signage, landscaping, public art, grading, trash, and traffic. In <br />conclusion, he stated that staffs recommendation is that the Commission adopt a resolution approving <br />PUD-81-30-78D subject to Exhibit "B," Draft Conditions of Approval. <br /> <br />Discussion ensued relating to the 1992 traffic impact report, decisions made by the City Council in 1993 <br />relating to Development Agreement for this project, hazardous material control for potential tenants, and <br />having a condition set in place relating to hazardous waste. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Ed Choi, architect, expressed appreciation to staff for their help and noted that the applicant is in <br />agreement with the conditions of approval listed in Exhibit "B," with the exception of the provision of <br />public art. He noted that due to the applicant recently becoming aware of the public art requirements, it <br />would be difficult to find an adequate piece of art to suit the design of project; however, the applicant <br />would be receptive to input from the Civic Arts Commission relating to public art. Further, he <br />commented on the public art that has been provided for another phase of the project. <br /> <br />Commissioner Kameny noted the importance of public art being utilized in this project due to build-out <br />being reached and there now being an opportunity to get public art in the area. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Sullivan expressed concern with the traffic in this area and with usage being based on a <br />1992 traffic impact report; however, he noted that due to an agreement being reached between the City <br />Council and the applicant, this project must be approved regardless of current factors. He further <br />commented on the current traffic concerns in this area. <br /> <br />Commissioner Kameny noted his support with the project. Further, he would be in favor of public art <br />being required on this project or another Hacienda project. <br /> <br />Commissioner Cooper expressed concurrence with public art being required on this project; however, he <br />expressed sympathy with the applicant's dilemma of finding a suitable location for public art after design <br />of project has been performed.
