PUD-86-18-4M/UP-99-7, Lawrence Gilman, DVM <br />Application for a minor modification to the development plan for the Santa Rita Square <br />shopping center and for conditional use permit approval to allow a full-service veterinary <br />clinic for cats only, with an incidental overnight boarding and adoption service, located in <br />the Santa Rita Square shopping center at 3160 Santa Rita Road. Zoning for the property is <br />PUD (Planned Unit Development). <br /> <br />Mr. Iserson referenced the staff report dated April 14, 1999, and highlighted key areas contained in the <br />report including background information, project description, city approvals, construction of the <br />proposed tenant space, proximity to single family homes, operating hours, disposal of waste, parking, <br />and pubic notice. In conclusion, he stated that staff's recommendation is that the Commission approve <br />the proposed veterinary clinic by making the conditional use permit findings as stated in the staff report <br />and adopting a resolution approving Case UP-97-07 subject to the draft conditions of approval listed in <br />Exhibit "B." <br /> <br />Discussion ensued relating to whether staff is required to be present when cats are boarded overnight and <br />if problems arose with operation whether Planning Commission would re-review the project. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Larry Gilman, the applicant, expressed appreciation to staff for their work on the project and offered to <br />answer any questions. <br /> <br />Discussion ensued relating to the industry-wide practice of leaving cats unattended in the evening, the <br />size of the individual cat areas, and clients being informed that cats will be left unattended at night. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Kameny commented on his personal experience that there is an industry-wide standard of <br />animals being unattended at night and clients being informed of this beforehand. <br /> <br />A motion was made by Commissioner Kameny, seconded by Commissioner Sullivan, to make the <br />conditional use permit findings as stated in the staff report and adopt a resolution approving Case <br />UP-97-07 subject to the draft conditions of approval. <br /> <br />ROLLCALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Cooper, Kameny and Sullivan <br />None <br />Chairperson Kumaran and Commissioners Maas and Roberts <br />None <br /> <br />Resolution No. PC-99-30 was entered and adopted as motioned. <br /> <br />PLANN1NG COMMISSION MINUTES Page 6 April 14, 1999 <br /> <br /> <br />
