_ 4. REVISIONS AND OMISSIONS TO THE AGENDA <br /> <br />There were none. <br /> <br />5. MATTERS CONTINUED FOR DECISION <br /> <br />There were none. <br /> <br />Acting Chairperson Cooper noted that due to only three commissioners being present, applicant's may <br />request a continuance to another Planning Commission meeting. <br /> <br />6. PUBLIC HEARINGS <br /> <br />Z-98-342FtJP-99-04, Lynnewood United Church <br />Application for design review and conditional use permit approvals to allow construction of <br />one-story, approximately 6,800-square foot addition for classroom space; construction of an <br />approximately 2,500-square foot addition to the existing sanctuary building for office space; <br />remodel of the existing education building, including one-story additions totaling approximately <br />400-square feet; and related site improvements. <br /> <br />Mr. Iserson referenced the staff report dated April 14, 1999, and highlighted key areas contained in the <br />report including background information, site description, design review and conditional use permit <br />applications, land use, site plan, architecture/design, traffic circulation, landscaping, grading, and public <br />notice. In conclusion, he stated that staffs recormmendation is that the Commission find that the project <br />would not have a significant effect on the environment and adopt a resolution approving the attached <br />draft Negative Declaration; find that the project has a de minirnis impact on the site's wildlife; make the <br />conditional use permit findings as listed in the staff report; and, approve the design review and <br />conditional use permit applications, Z-98-342 and UP-99-04 subject to the conditions shown in Exhibit <br />"B" and "C," with revised Condition No. 5 as written in staff's memo dated April 14, 1999. <br /> <br />Discussion ensued relating to whether the applicant has agreed to the conditions listed in Exhibit "B" <br />and the estimated timeline for removal of modular structures. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Jim Allen, Chairman of the Expansion Committee, Lyunewood Methodist Church, noted that the present <br />plan has been reviewed with the neighbors and has met their approval. He is okay with the staff report <br />and stated that the church needs the extra classroom space. Further, that there are two storage containers <br />on site that will be removed and that the site is being expanded to allow for additional usage and <br />upgrades to present facilities. Mr. Allen noted that at the end of construction, the buildings on the <br />campus will look like they were built concurrently. <br /> <br />Frank Berlogar, 2200 Vineyard Avenue, spoke in support of application being approved.
