existing off-site neighbors on Vineyard Avenue being responsible for funding traffic-calming devices to <br />reduce traffic from new development. He discussed his involvement on various committees that <br />addressed traffic issues and funding options for traffic mitigation and noted there are viable alternatives <br />for funding from the State and Federal governments. <br /> <br />Commissioner Sullivan expressed concern with vehicle access issues relating to Lot 3 and stated that <br />existing neighbors should not bear the burden of new development. He noted his desire for the <br />hazardous waste assessment to be conducted for the park before approval of the Specific Plan. He <br />expressed concern with the 60 KV lines being installed adjacent to the school and health concerns <br />associated with electro-magnetic fields from high-voltage lines. <br /> <br />Commissioner Sullivan suggested that power lines be undergrounded near the school. He further stated <br />that he would be in favor ora daycare center; however, he would not be in favor of vineyard lands being <br />taken for this use. Commissioner Sullivan stated he would be in favor of acting in conjunction with the <br />School Board to develop either design guidelines or a concept plan for the school. He noted his support <br />for open space easements being "forever". He spoke in favor of no increase in housing density on <br />Lot 27. Commissioner Sullivan stated he supported having the EIR examine issues that have been <br />raised. <br /> <br />Chairperson Kumaran expressed concern with the RMC Lonestar mining activities including noise, <br />vibration, and dust and suggested that these impacts be mitigated. He noted that due to mining activities <br />being the responsibility of the County, staff should take a proactive position in addressing these issues <br />and requesting that the County reconsider the ramifications of mining on Lot 21 to allow for <br />development and ensure the safety of people in this area. He expressed concurrence with Commissioner <br />Sullivan's statements relating to mining activities and with determining that mining not be conducted in <br />near proximity to development. Chairperson Kumaran expressed concern with the fiscal analysis and <br />costs exceeding the revenues, and requested that this be mitigated. He spoke in favor of keeping the <br />number of homes being developed closer to 150. He further requested that the economic study address <br />issues related to Vista Diablo. <br /> <br />Chairperson Kumaran expressed concurrence with Commissioner Sullivan's statements relating to the <br />school and park and noted his desire for certainty that the health and safety of children and residents will <br />not be impaired before embarking on the project. He requested that computer simulations be provided <br />for siting and visibility of development from the Interstate 580 corridor prior to PUD development plan <br />approval. He spoke in favor of no visibility of hillside development and that mitigation measures such <br />as tree-planting and careful placement of homes be utilized. He spoke in favor of the EVA being <br />utilized as a temporary access to Lot 3 with a timeframe being attached, such as at the close of <br />construction or the availability of the alternate lot site, whichever comes first. He spoke in favor of a <br />daycare center and the Lot 21 density bonus in compensation for the right-of-way. He expressed <br />concern with a Lot 27 density-bonus increase due to equity being hampered. He noted his support of <br />stafl~s recommendations for Lot 28 housing density; however, he noted that single-story homes were not <br />essential and he would be in support of that being waived. He noted his support for reducing the <br />housing density on Lots 29, 30, and 31 and issues relating to permitting farm animals.
