Commissioner Maas expressed concurrence with Chairperson Kumaran's request for a visual analysis at <br />the PUD development plan stage. She expressed concern with the size of the proposed daycare center <br />and that the building design maintain the area's rural character. She expressed concern with removal of <br />native oak trees and commented on the possibility of transplanting oak trees. She expressed concurrence <br />with Chairperson Kumaran's statement about requiring standards for the mining operation on Lot 21 and <br />with the City taking a strong position on mining activities; however, she expressed concern with <br />delaying the project and losing funding. Commissioner Maas commented on traffic and noise issues, <br />and stated that the residents in the area knew there would be development. Further, with new <br />development, there is an increase in traffic and noise. She stated that traffic mitigation measures are <br />sufficient. She spoke of the temporary Emergency Vehicle Access (EVA) for the Hatsushi property and <br />requested that a timeline be developed for the EVA. <br /> <br />Chairperson Kumaran commented on the congestion and noise on Vineyard Avenue and expressed <br />concern with reducing the road from four lanes to two lanes. He noted his support with speed being <br />reduced on Vineyard Avenue from 40 to 35 miles an hour and requested that a condition be developed <br />that if the reduction in speed limit does not accomplish the desired effects, then other mitigation <br />measures should be examined. <br /> <br />Chairperson Kumaran requested that staff provide responses to the enviromnental, economic, and <br />planning issues that were raised during tonight's meeting. <br /> <br />The hearing was then continued to April 28, 1999. <br /> <br />Z-98-342/UP-99-04, Lynnewood United Methodist Church <br />Application for design review and conditional use permit approvals to allow construction <br />of a one-story, approximately 6,800-square foot addition for classroom space; construction <br />of an approximately 2,500-square foot addition to the existing sanctuary building for office <br />space; remodel of the existing education building, including one-story additions totaling <br />approximately 400-square feet; and related site improvements.
