Commissioner Sullivan requested that his comment on Impact 4.3-3 on page 5 be amended to <br />read: "Organic" instead of "Integrated" Pest Management Program. <br /> <br />Commissioner Cooper requested that his comment on the second full paragraph on page 6 be <br />amended to reflect minimizing wildlife damage to the vineyards. He further noted the correct <br />spelling of the agricultural chemical "methyl bromide." <br /> <br />On order of the Chairperson, the minutes of January 20, 1999, were approved, as amended. <br /> <br />3. PUBLIC HEARING <br /> <br />a. SP-97-02/RZ-98-02, Vineyard Avenue Corridor Specific Plan and Planned Unll <br />Dev_gy_gl~lo ment Rezoning <br /> <br />Commissioners Kameny and Roberts noted they would be abstaining from the discussion <br />because they live and own property within or adjacem to the Specific Plan Area. <br /> <br />Chairperson Kumaran noted that the purpose of the January 20, 1999 meeting had been to solicit <br />input from the public relating to the Draft Environmental Impact Report (EIR). Further, he noted <br />that the purpose of this meeting is to have staff and consultants present the economic feasibility <br />study and infrastructure plan and to receive public comments on the Specific Plan and PUD <br />rezoning. <br /> <br />Wayne Rasmussen, Principal Planner, provided the Commission with an overview of the <br />infrastructure plan and highlighted the five key areas of shared infrastructure including water, <br />sanitary sewer, roadway improvements, detention basins and utility undergrounding on Vineyard <br />Avenue. He noted that the individual developers will be required to share costs on a fair-share <br />basis for each major infrastructure system based on their project percentage of the total demand <br />for the various systems. Further, in addition to shared public improvements, Plan Area <br />developers will need to individually provide various facilities which are necessary to complete <br />the infrastructure system to serve their projects. <br /> <br />Janet Smith-Heimer, Bay Area Economics, the project's economic consultant, provided an <br />extensive presentation on the economic analysis of the project. Discussion ensued between the <br />Commissioners and Ms. Smith-Heimer relating to the figures used in the analysis shifting due to <br />housing prices fluctuating, the percentage that costs have increased for the project, distinctions in <br />the financing methods, potential of an assessment district, and impacts on the project due to the <br />acquisition of the school site. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Steve Brozosky, 1700 Vineyard Avenue, provided the Commission with spread sheets regarding <br />the economic analysis. He expressed his desire for the Specific Plan to develop 150 homes <br />versus 189 homes.
