landowners for the sale of land for the school and park are not part of the economic analysis, <br />existing homes are not part of the economic analysis, and there is no value calculated for Open <br />Space. He opposed the undergrounding of utilities along Vineyard Avenue. He questioned the <br />accuracy of the data used for calculating the vineyard acreage. <br /> <br />Mike Goodwin, 1630 Vineyard Avenue, expressed concern with how the land residual numbers <br />were determined. He initiated discussion on the economic analysis relating to the variables used <br />in determining land value. He further questioned how the City Council arrived at the figure of <br />189 homes to be developed. Mr. Goodwin requested that the Commission examine issues <br />relating to more than one master developer developing property and whether infrastructure is <br />going to be phased. Further, he expressed concern with the development of property being <br />postponed for any length of time, and noted his support for additional homes being built in order <br />for the project to be economically feasible. Mr. Goodwin questioned what would happen if the <br />project infrastructure financing plan fails. <br /> <br />Commissioner Cooper requested that staff provide a response at the next meeting relating to <br />whether development will be phased or timed. <br /> <br />Irmeli Vatanen, 1504 Redwood Drive, Los Altos, representing Brian Lin, owner of Lot 19, spoke <br />in opposition to the Specific Plan and noted that issues relating to the relocation of the school site <br />onto the Lin property have not been resolved and that the school site should not be relocated onto <br />the Lin property. <br /> <br />Mary Roberts, 1666 Vineyard Avenue, commented on the Specific Plan being completed within <br />two years as prescribed by Signature Properties. She spoke in favor of the school property land <br />sale being included in the economic analysis and commented on Open Space raising property <br />values with regard to the economic analysis. She spoke in favor of not undergrounding utilities <br />along Vineyard Avenue and expressed concern with issues relating to the school, including <br />utilization of a sewage holding tank, development of the school before Vineyard Avenue is <br />realigned, and traffic problems in general on Vineyard Avenue. <br /> <br />Para Chrisman, 1944 Vineyard Avenue, commented on the issues faced by property owners on <br />Vineyard Avenue. She noted that Mr. Goodwin should not be penalized due to his <br />inconvenience for many years of a lack of water on his property. <br /> <br />(Recess taken from 9:05 p.m. to 9:10 p.m.) <br /> <br />Mod Hatsushi, 2756 Vineyard Avenue, provided the Commission with photographs of his <br />property (Lots I, 2, and 3) and a letter from his attorney. He expressed concern with the <br />proposed access road serving Lot 3 and its effects on the nursery due to the road infringing on the <br />nursery operation. He noted that presently the nursery owners have no plans of expanding or <br />going out of business.
