ROLLCALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Roberts, Sullivan and Chairperson Kumaran <br />Commissioner Cooper and Kameny <br />None <br />Conunissioner Maas <br /> <br />Resolution No. PC-99-12 was entered and adopted as motioned. <br /> <br />PUD 98-08~ Passport Homes <br />Application for Planned Unit Development rezoning and development plan approval of an <br />approximately 64-acre lot into six new single-family residential lots, one lot for the existing <br />residence, and one open space lot located at 11115 Dublin Canyon Road. The property is <br />prezoned PUD (Planned Unit Developmen0 LDR/RDR/PHS (Low Density <br />Residential/Rural Density ResidentialfPublic health and Safety) District. The Planning <br />Commission will also consider the Negative Declaration prepared for the project. <br /> <br />Kerri Watt, Associate Planner, referenced a staff report dated February 10, 1999 and highlighted key <br />areas contained in the report including background information, project description, residential density <br />and general plan conformance, site and grading plan, tree report, vegetation, and wildlife survey, <br />access/circulation/traffic, open space dedication, fire service, visual analysis, design guidelines, and <br />wetzone landscape plan. In addition, she noted that a condition for a Geological Hazard District should <br />be included. In conclusion, she stated that staff's recommendation is that the Planning Commission <br />recommend to the City Council approval of Case PUD-98-08 and adopt a resolution recommending <br />approval of the attached draft Negative Declaration; make the findings as listed in the staff report that <br />the PUD rezoning to PUD-RDR/PHS and development plan are consistent with the General Plan and <br />purposes of the PUD ordinance; and, recommend approval of Case PUD-98-08 for PUD rezoning and <br />development plan approval, subject to the conditions listed in Exhibit "B," plus staffs memo to the <br />Commission. <br /> <br />Discussion ensued relating to Condition No. 3 regarding growth management approval, the project not <br />being in the Foothill Road Overlay District due to it being outside boundary lines, staffs attempt to <br />apply the Foothill Overlay Design guidelines to the project, the location of the open space easement <br />granted to the East Bay Regional Park District, and FAR limitations. Mr. Iserson noted that the project <br />should be on a first-come/first-serve basis for growth management, and the Condition No. 3 should be <br />modified accordingly. <br /> <br />John Ford, 7657 Highland Oak Drive, Passport Homes, addressed the Commission and stated that the <br />applicant has worked with staff in order to provide the best project to the City, the park district and <br />future residences. He noted that the applicant has reviewed staffs recommendations and concurs with <br />them. He noted this project should not be included in a specific plan for Dublin Canyon Road and that <br />issues relating to visual analysis, grading elimination, limited building heights, restricted house colors, <br />reduced FAR and landscaping issues including no tree removal, have been addressed at the project level. <br />Further, that a geotechnical analysis was conducted including wildlife, vegetation and traffic impacts. <br />He noted that this project is an extension of the Presley property and access to the site is through the <br /> <br />PLANNING COMMISSION MINUTES Page 11 February I0, 1999 <br /> <br /> <br />
